SUBJECT:

First Amendment to the California Department of Aging Agreement Number MS-0607-13

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of the First Amendment to the Agreement with the California Department of Aging (CDA) Number MS-0607-13 for Aging and Adult Services’ Multipurpose Senior Services Program (MSSP), increasing the amount by $117,615 to $857,000 with no change to the term July 1, 2006 through June 30, 2007.

Goal(s) Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

This First Amendment contributes to this commitment and goal by the provision of funding for MSSP case management services. It is anticipated that a total of 250 clients will be served under this Agreement. It is projected that 23 clients or nine percent may need to be placed in a Skilled Nursing Facility (SNF) due to their physical deterioration.

BACKGROUND:

Aging and Adult Services (AAS) provides a range of services designed to keep seniors and adults with disabilities living safely and as independently as possible in the community. MSSP, one of the division’s case management programs, provides the comprehensive social and health support necessary to enable at-risk seniors to remain in their own homes. The program operates under a Medi-Cal waiver obtained by the State, which specifically allows Medi-Cal reimbursement for health care services provided in the home rather than in a more costly institutional setting.

 

On June 20, 2006, your Board, by Resolution No. 68067, approved Agreement No. MS-0607-13 with CDA in the amount of $739,385 for the term July 1, 2006 through June 30, 2007. This Agreement provided funds for the continuation of MSSP services for the upcoming fiscal year.

 

DISCUSSION:

The State recently approved an augmentation of funds for MSSP programs. These additional funds are included in this First Amendment to the CDA Agreement No. MS-0607-13.

This augmentation increases the amount of funding available to provide clients with services such as adult day care, attendant care, home health coordination, emergency response systems, home modifications, adaptive equipment, transportation and comprehensive case management services, all of which are essential in enabling vulnerable seniors to remain safely in their own homes. This funding will also be used for additional program support.

 

County Counsel has reviewed and approved this First Amendment and Resolution as to form.

 

FISCAL IMPACT:

The term of this Agreement remains July 1, 2006 through June 30, 2007. This First Amendment adds $117,615 to the original amount of $739,385, bringing the total amount of the Agreement to $857,000. An Appropriation Transfer Request is not necessary at this time as there is sufficient appropriation in the budget to meet these additional expenses. There is no additional Net County Cost as a result of this action.
