Amendment to the Agreement with the Regents of the University of California on behalf of the San Francisco General Hospital Clinical Practice Group for Medical Direction and Consultation

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute an amendment to the Agreement with the Regents of the University of California on behalf of the San Francisco General Hospital Clinical Practice Group for medical direction and consultation to the Emergency Medical Services Program.

BACKGROUND:

The current Agreement with the Regents of the University of California on behalf of the San Francisco General Hospital Clinical Practice Group is for the services of Karl A. Sporer, M.D., to provide medical oversight of the Emergency Medical Services (EMS) system as the EMS Medical Director. The term of the Agreement is January 1, 2005 through December 31, 2006. Dr. Sporer is a fulltime employee of the Contractor and the Agreement requires that Dr. Sporer spend 37.5% of his employee time in the role of San Mateo County EMS Medical Director. The Agreement specifies that the Contractor is paid $8,295 per month for Dr. Sporer’s services.

 

DISCUSSION:

In early August 2006 the Contractor notified the County that beginning September 1, 2006, Dr. Sporer would no longer be able to devote 37.5% of his employee time to his duties as San Mateo County EMS Medical Director as he was taking another contract position. In order to provide the County with sufficient time to recruit and contract with a replacement, Contractor agreed to have Dr. Sporer continue to function as the San Mateo County EMS Medical Director on an as-needed basis. The Amendment provides that beginning September 1, 2006, the Contractor’s services will be billed on an hourly basis at $133 per hour instead of the previous monthly rate.

In August and September the County advertised the contract EMS Medical Director position. Five applications were received. A qualified physician has been selected, and a contract is being negotiated. The new Agreement is expected to begin January 1, 2007.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

The Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management as to form and content.

 

FISCAL IMPACT:

The term of the original Agreement, January 1, 2005 through December 31, 2006, remains the same, as does the maximum contract amount of $205,080. There is no Net County Cost as a result of this Amendment.
