The current MOU’s expired on November 4, 2006, and the County concluded negotiations with AFSCME and SEIU on November 16, 2006. The memberships of each of these two unions have ratified the County’s offer. The following summarizes the major elements in the Memoranda of Understanding for these two Unions.
Term
November 5, 2006 – October 31, 2009
General Salary Increases
Salaries will be increased by 3% effective November 19, 2006, by 3% effective November 4, 2007, and by 3% effective November 2, 2008.
Equity Increases
Equity increases for various classifications as negotiated.
On-Call Pay
Effective November 19, 2006, hourly on-call pay will increase from $3.95 to $4.10. Effective November 4, 2007, on-call will increase to $4.25. Effective November 2, 2008, on-call will increase to $4.40.
Bilingual Pay
Effective November 19, 2006, Tier 1 will increase from $42.50 to $45.00 and Tier 2 will increase from $55.00 to $60.00. Effective 11/02/08, Tier 1 will increase to $50.00 and Tier 2 will increase to $65.00.
Shift Differential
Effective November 19, 2006, shift differential will increase from 5.74% to 8%.
Overtime
Effective January 1, 2007, for purposes of determining eligibility for overtime compensation, paid sick leave shall no longer be considered as time worked.
Retiree Medical Coverage
For employees who retire on or after January 1, 2007, the conversion rate for each eight hours of unused sick leave will increase to $400, and will increase to $420 effective January 1, 2008. Employees may instead elect to participate in a retiree health program that features a County match into a Retiree Health Savings Account, to a maximum of $30 per pay period. For employees who elect this program, the value of each eight hours of sick leave upon retirement is set at $200.
For employees who retire after January 1, 2007 with 20 or more years of San Mateo County service, the $420 rate will increase by 4% a year starting January 1, 2009, not to exceed 90% of the Kaiser employee-only premium.
For employees who retire after January 1, 2007 with 15-20 years of San Mateo County service, the $420 rate will increase by 2% a year starting January 1, 2009, not to exceed 90% of the Kaiser employee-only premium.
For employees who retire after January 1, 2009 with less than 15 years of San Mateo County service, the conversion rate for each eight hours of unused sick leave will increase to $440.
For employees who retire on or after January 1, 2007 with 20 or more years of San Mateo County service, the eight hours of sick leave conversion shall be reduced to six hours.
The County will provide up to three years of retiree health coverage to employees who receive a disability retirement.
Employees who retire on or before March 31, 2008 will, upon exhaustion of accrued sick leave, be credited with additional hours of sick leave as follows:
• With 10 years of service with the County of San Mateo – 192 hours
• With 15 years of service with the County of San Mateo – 288 hours
• With 20 years of service with the County of San Mateo – 384 hours
Employees who retire after March 31, 2008 will, upon exhaustion of accrued sick leave, be credited with additional hours of sick leave as follows:
• With 10 years of service with the County of San Mateo – 96 hours
• With 15 years of service with the County of San Mateo – 192 hours
• With 20 years of service with the County of San Mateo – 288 hours
The County plans to implement a Retiree Health Savings Account in which all employees may elect to participate.
Life Insurance
Effective March 1, 2007, life insurance coverage will increase from $12,000.00 to $20,000.00 per employee.
