Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The reclassification of one position will assist the department in meeting its individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The deletes and add are part of the county-wide reorganization.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

Reclassifying one vacant position,

Deleting one vacant position, and

Transferring one filled position from one organization to another.

This action was approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

SECTION 1. Part 12 of the Ordinance is amended as indicated:

 

ORGANIZATION 12000 COUNTY MANAGER

 

Action:

Add: One position of E476, Executive Secretary - Confidential

Biweekly Salary: $1,925.60 - $2,407.20

Approximate Monthly Salary: $4,172.00 - $5,216.00

Explanation:

This is the transfer of one filled position of Executive Secretary – Confidential to the County Manager’s Office as part of the county-wide reorganization. This action represents no net change in monthly salary and benefits costs. There is net change in the total number of authorized positions.

 

ORGANIZATION 26000 CHILD SUPPORT SERVICES

 

Action:

Reclassify: One position of E437, Child Support Officer III

Biweekly Salary: $1,962.40 - $2,452.80

Approximate Monthly Salary: $4,252.00 - $5,315.00

To: One position of E434, Child Support Supervisor-E

Biweekly Salary: $2,280.80 - $2,851.20

Approximate Monthly Salary: $4,942.00 - $6,178.00

Explanation:

This is the reclassification of one vacant position of Child Support Officer II to the classification of Child Support Supervisor-E. This position has been studied and determined to be appropriately classified as Child Support Supervisor. This action represents a monthly salary and benefits cost of $1,182. There is no change in the total number of authorized positions.

 

ORGANIZATION 35000 ENVIRONMENTAL SERVICES ADMINISTRATION

 

Action:

Delete: One position of B215, Director of Environmental Services Agency - U

Biweekly Salary: $5,329.60 - $6,661.60

Approximate Monthly Salary: $11,548.00 - $14,435.00

Delete: One position of E476, Executive Secretary - Confidential

Biweekly Salary: $1,925.60 - $2,407.20

Approximate Monthly Salary: $4,172.00 - $5,216.00

Explanation:

This is the deletion of one vacant position of Director of Environmental Services Agency and the transfer of one filled position of Executive Secretary from the Environmental Services Agency to the County Manager’s Office. This action represents a monthly salary and benefits savings of $20,498. This action results in a net reduction of one authorized position.

 

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost of $19,316 or an annual savings of $231,792.
