Authorizing the Director of Community Development or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions | |||||

Authorize an Appropriation Transfer Request (ATR) in the amount of $204,402 from Unanticipated Revenue to Contractual Services | |||||

BACKGROUND: | ||||||
The County will be entering into an Agreement with CAJA to perform environmental consulting services to prepare a Draft Environmental Impact Report (DEIR), a Final Environmental Impact Report (FEIR) and a Mitigation Monitoring Reporting Program for a proposed mixed use (office/residential) project located on Airport Street, northwest of the Princeton/Pillar Point Harbor area in unincorporated San Mateo County. Specifically, the applicant, Big Wave LLC, is proposing an office park consisting of four (4) two-story office buildings (totaling 155,888 sq. ft.), plus associated common areas and “at-grade” parking spaces. The applicant is also proposing a wellness center for disabled adults consisting of 36 one- and two-story apartment and condominium housing units, and associated common areas and commercial uses, including a bakery and self-storage units. | ||||||
DISCUSSION: | ||||||
CAJA was selected to prepare the EIR after a Request for Proposals was issued to 11 qualified firms, three of which submitted proposals and were all interviewed. CAJA was selected based on their understanding of the issues involved, technical expertise with which to analyze those issues, and successful completion of past EIR’s for the County. CAJA’s total bid was $204,402, and the project is expected to last no longer than December 31, 2008. | ||||||
The services to be performed include the following: | ||||||

Project scoping/public outreach to foster public involvement in the EIR process and solicit input on the EIR content. | |||||
2. |
Description of the environmental setting and evaluation of project impacts, focusing on aesthetics, agricultural resources, air quality, biological resources, cultural resources, geology, hazards/hazardous materials, land use/planning, noise, population/housing, public services, transportation/traffic, utilities, and cumulative impacts. | |||||
3. |
Development of project alternatives to be evaluated, including a No Action Alternative. | |||||
4. |
Delivery of a Draft EIR to be circulated for public review and comment. | |||||
5. |
Delivery of the Final EIR that includes responses to public comments. | |||||
6. |
Attendance at key public hearings. | |||||
County Counsel has reviewed and approved the Agreement and Resolution as to form. | ||||||
FISCAL IMPACT: | ||||||
The total amount of the proposed Agreement is $204,402. The entire amount is being paid for by the applicant, Big Wave LLC, and the ATR will set up the appropriation in the Planning budget to pay for this Agreement. There is no Net County Cost impact. | ||||||
