Closure or restriction of use of County highways during the Mavericks Surfing Competition

 

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff to close or restrict the use of County highways during the day of the 2007 Mavericks Surfing Competition.

BACKGROUND:

Each year, the Mavericks Surfing Competition takes place near Pillar Point Harbor in Princeton by the Sea, in the unincorporated area of San Mateo County. As the timing of the competition is dependent on weather conditions, the date of the competition is not known until shortly before it takes place. However, the event generally takes place between January and March of each year. The competition lasts for one day and attracts approximately 30,000 spectators, which results in an extraordinary volume of traffic congestion on certain County highways and roads, thereby impeding the ability of emergency and public safety vehicles and equipment to access the harbor area.

California Streets & Highways Code § 942.5 provides that the Board of Supervisors may restrict the use of, or close, any County highway whenever the Board considers such closing or restriction of use necessary for the protection of the public.

   

DISCUSSION:

The public will be protected by the closure of and restriction of traffic on certain County highways in the area of the Pillar Point Harbor on the day of the competition. It is proposed that traffic be limited to “one way” on Capistrano from the stoplight at Capistrano and Highway 1 west and north to Highway 1. Additionally, temporary barriers will be installed at the intersection of Prospect and Capistrano and the intersection of Airport and Stanford, thereby closing West Point Avenue, Stanford Avenue, Cornell Avenue, California Avenue, Prospect Way, Yale Avenue, Broadway, Columbia Avenue, Harvard Avenue, Princeton Avenue, Vassar Street and Regent Street to spectators. The closed roads will be available to emergency vehicles, vehicles of those who live or work on the designated highways, or vehicles authorized by the San Mateo County Sheriff or the Sheriff’s designee. The Mavericks competition promoter has agreed to provide personnel to enforce the authorized road closures and restrictions. The promoter of the competition has agreed to provide alternative parking to the parking area that is being taken away as a result of the road closures.

The proposed closures and restrictions are clearly marked on the attached map.

The timing of the competition is entirely dependent of weather and ocean conditions in the area of the harbor, and although it is expected to occur in January, February or March, the actual date of the competition is not known until a few days before the competition. Therefore, it is requested that your Board authorize the Sheriff to restrict the use of, or close the County highways described herein on the day that it is determined that the competition will take place.

A copy of this report has been sent to the MidCoast Community Counsel and the Princeton Association and we will report any comments that we receive.

County Counsel has reviewed and approved the resolution as to legal form.

 

FISCAL IMPACT:

The Mavericks Association has agreed to reimburse the County $5,952.96, which is the full cost of the six Sheriff’s Deputies and one Sheriff’s Sergeant covering the day of the Mavericks event.
