Resolution Authorizing Execution of an Agreement with BluePoint Energy, Inc., for Engineering, Procurement, and Construction of a Cogeneration System at the San Mateo County Health Campus, the Costs of Which Can Be Offset by Energy Savings
|

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, this Board of Supervisors has approved several programs to help reduce energy usage at County facilities including participation in the Federal Environmental Protection Agency's Green Lights Program (a program to improve the energy efficiency of buildings), and in the Sustainable Silicon Valley Initiative which is committed to reducing carbon dioxide (CO2) emissions; and

WHEREAS, this Board authorized the Director of Public Works to apply for technical assistance from the California Energy Commission’s Energy Partnership Program to determine if a cogeneration system at the Health Campus in San Mateo (Health Campus) is cost effective; and
|
|
WHEREAS, the California Energy Commission conducted a study and determined that a cogeneration system at the Health Campus would be cost effective; and
|
|
WHEREAS, BluePoint Energy, Inc. has performed a detailed inspection and analysis of the San Mateo Health Campus and has proposed engineering, procurement, and construction of a cogeneration system; and
|
|
WHEREAS, Section 4217.10 et seq. of the Government Code of the State of California provides that a governmental agency may enter into an agreement to install energy saving systems (i.e. a cogeneration plant) after considering said agreement during a regularly scheduled public hearing, and after making a finding that the anticipated cost for electrical energy or conservation services provided by the energy saving systems will be less than the anticipated cost for electrical energy or other energy that would have been consumed in the absence of the energy saving systems; and

WHEREAS, this Board has held the requisite public hearing, considered all comments received and now wishes to enter said agreement:

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:
|
|
1.
|
the anticipated cost for electrical energy or conservation services provided by the energy saving systems will be less than the anticipated cost for electrical energy or other energy that would have been consumed in the absence of the energy saving systems; and
|
|
2.
|
the President of this Board is hereby authorized to enter said agreement with BluePoint Energy, Inc. and the Clerk of the Board shall attest to the President’s signature thereto.
