Resolution Authorizing the Director of Public Works to Apply for an Energy Efficiency Loan from the California Energy Commission to Implement Engineering, Procurement, and Construction of a Cogeneration System at the San Mateo County Health Campus, the Costs of Which Can Be Offset by Energy Savings

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, this Board of Supervisors has approved several programs to help reduce energy usage at County facilities including participation in the Federal Environmental Protection Agency's Green Lights Program (a program to improve the energy efficiency of buildings), and in the Sustainable Silicon Valley Initiative which is committed to reducing carbon dioxide (CO2) emissions; and

WHEREAS, this Board authorized the Director of Public Works to apply for technical assistance from the California Energy Commission’s Energy Partnership Program to determine if a cogeneration system at the Health Campus in San Mateo (Health Campus) is cost effective; and

WHEREAS, the California Energy Commission conducted a study and determined that a cogeneration system at the Health Campus would be cost effective; and

WHEREAS, the California Energy Commission provides loans to schools, hospitals, local governments, special districts, and public care institutions to finance energy efficiency improvements.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

1.

this Board authorizes the Director of Public Works to apply for an energy efficiency loan from the California Energy Commission to implement engineering, procurement, and construction of a cogeneration system at the San Mateo County Health Campus, and

2.

if recommended for funding by the California Energy Commission, this Board authorizes the Director of Public Works to accept a loan up to $3,000,000, and

3.

the amount of the loan will be paid in full, plus interest, under the terms and conditions of the Loan Agreement, Promissory Note and Tax Certificate of the California Energy Commission, and

4.

the Director of Public Works is hereby authorized and empowered to execute in the name of the County of San Mateo all necessary documents to implement and carry out the purpose of this resolution, and to undertake all actions necessary to undertake and complete the proposed cogeneration system.
