RESOLUTION AUTHORIZING CLOSURE OF CERTAIN COUNTY ROADS AT OR NEAR AT PILLAR POINT HARBOR TO ALL BUT LOCAL TRAFFIC FOR ONE DAY DURING THE MAVERICKS SURFING COMPETITION

 
 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

    WHEREAS, each year, the Mavericks Surfing Competition takes place near Pillar Point Harbor in Princeton by the Sea, in the unincorporated area of San Mateo County; and

 

    WHEREAS, the competition lasts for one day and attracts approximately 30,000 spectators, which results in an extraordinary volume of traffic congestion on certain County highways and roads, thereby impeding the ability of emergency and public safety vehicles and equipment to access the harbor area; and

 

    WHEREAS, California Streets & Highways Code § 942.5 provides that the Board of Supervisors may restrict the use of, or close, any County highway whenever the Board considers such closing or restriction of use necessary for the protection of the public; and

 

    WHEREAS, the public will be protected by the closure, for the day of the Mavericks Competition, of certain county highways in the area of the Pillar Point Harbor to all traffic except for emergency vehicles, vehicles of those who live or work on the designated highways, or vehicles authorized by the San Mateo County Sheriff or the Sheriff’s designee, and more particularly, by the installation of barriers at the intersection of Prospect and Capistrano and the intersection of Airport and Stanford, thereby permitting only local traffic on West Point Avenue, Stanford Avenue, Cornell Avenue, California Avenue, Prospect Way, Yale Avenue, Broadway, Columbia Avenue, Harvard Avenue, Princeton Avenue, Vassar Street and Regent Street, which are clearly marked on the attached map; and

 

    WHEREAS, the timing of the competition is entirely dependent of weather and ocean conditions in the area of the harbor, and although it is expected to occur in January, February or March, the actual date of the competition is not known until a few days before the competition; and

 

    WHEREAS, in light of the uncertainty about the timing of the Mavericks Competition until a few days prior to the event itself, this Board wishes to authorize the Sheriff to close the County highways as set forth herein for the day that is eventually designated as the date of the Mavericks Competition.

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that during the day of the Mavericks Surfing Competition in 2007, the San Mateo County Sheriff or the Sheriff’s designee is hereby authorized to restrict the use of or close certain County highways on the grounds it would enhance the protection of the public. Said closure may involve the installation of barriers to preclude all traffic except for local traffic, emergency vehicles and those vehicles designated by the Sheriff or the Sheriff’s designee on West Point Avenue, Stanford Avenue, Cornell Avenue, California Avenue, Prospect Way, Yale Avenue, Broadway, Columbia Avenue, Harvard Avenue, Princeton Avenue, Vassar Street and Regent Street, which areas are clearly marked on the map which is attached hereto and incorporated by reference as Exhibit A to this resolution.
