Authorizing approval of a fourth amendment to the agreement with Hagman Associates Architects for architectural expenses in the rehabilitation of the Safe Harbor Shelter, adding the amount of $65,000 for a new total amount of $467,000, and extending the term of the Agreement to June 30, 2007; and

Hagman Associates Architects are the architects who originally designed the Safe Harbor Shelter in 2000.
In the summer of 2003, County staff, in planning sessions with the Safe Harbor Shelter operator, Samaritan House, identified potential changes to the shelter in order to maximize space to accommodate the various programs operated at Safe Harbor.
In September of 2003, the Commission on Disabilities presented the Department of Housing with 19 recommended action items to be taken to bring Safe Harbor into compliance with current accessibility requirements.
Hagman Associates Architects have developed and submitted preliminary plans and engineering work for revisions to the Safe Harbor Shelter in coordination with the Shelter operator and the Department of Housing. This project now moves into the Construction phase of the rehabilitation project.

On November 9, 2004, pursuant to Resolution #067034, Hagman Associates Architects entered into Agreement with the County in the amount of $135,000, pursuant to which Hagman was to conduct all preliminary and final designs, engineering, creation of necessary design documents, facilitation of inspections, development of bidding documents, facilitation of contractors, provision of specifications and plans as required, attendance at meetings as required, and other related duties in the course of providing services as described.
On April 26, 2005, the Original Agreement was amended pursuant to Resolution #067267. This First Amendment added $42,000 for a total amount of $177,000 to accommodate increased costs of architectural services due to additional requirements presented by the South San Francisco Fire Department and to abate ADA accessibility issues including but not limited to the addition of both external and internal chair lifts.
On October 18, 2005, the Agreement was amended pursuant to Resolution #067603 (“the Second Amendment”), whereby the County provided $50,000 of additional CDBG funds, for a total amount of $227,000, for the purpose of design and construction services to satisfy additional requirements set forth by the South San Francisco Fire Department and to abate accessibility issues.
On March 14, 2006, the Agreement was further amended pursuant to Resolution #067854 (“the Third Amendment”), whereby the County provided another $175,000 to accommodate additional hard (modular units, cots, temporary fencing) and soft (architectural fees, portable restroom servicing, inspections) costs. Resolution #067854 also authorized the extension of the Agreement through December 31, 2006, but that extension was never executed,
This Fourth Amendment proposes to add the amount of $65,000 for a new total of $467,000 for additional costs to accommodate additional hard and soft costs related to the postponement of the commencement of construction, relocation and equipment costs, and extends the contract period to June 30, 2007.
The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.
County Counsel has reviewed and approved the Resolution and Amendment as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

The term of the Amended Agreement will be 11/1/2004 through 6/30/2007. This Fourth Amendment increases the amount by $65,000, increasing the total obligation under this Agreement from $402,000 to $467,000, which is being provided by funds received by the County from the City of South San Francisco. There is no Net County Cost.
