RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process; and

 

B.

Authorizing the execution of an Agreement with the Peninsula Community Foundation (PCF) to provide a Project Manager for Fostering the Future Program for the term of October 1, 2006 to June 30, 2007, in the amount of $134,413, $94,089 is Net County Cost.

Goal Number (8): Help vulnerable people, the aged, disabled, mentally ill, at-risk youth and others achieve a better quality of life. The Agreement supports this commitment and goal by providing support to youth to help them develop the necessary skills needed to enter adulthood.

BACKGROUND:

In October, 2005, PCF through its Center for Venture Philanthropy division, created the Fostering the Future Program designed to help youth in foster and kinship care successfully transition to adulthood. County agencies including the Human Services Agency (HSA), and non-profit agencies are part of this partnership.

The objective of the fund is to improve outcomes for youth, ages 11 – 25. The vision is that these youth have the skills and connections needed to become productive adults. Parenting support will be provided to relative caregivers and legal assistance will be made available to youth in the foster care system.

 

DISCUSSION:

HSA would like to enter into an Agreement with PCF to provide funding for a Project Manager for Fostering the Future Program. This program is ambitious, involves many facets and requires significant project management. The Project Manager will coordinate services, provide oversight to the program, develop goals and objectives and oversee the progress and hold all partners accountable for their performance towards achieving the outcomes.

Under the direction of the Project Manager, the program will help youth develop and refine their educational, work and life goals, improve their academic performance, gain access to a broader independent living skills program, receive enhanced housing support, gain literacy skills, and earn a matched savings account.

It is in the County’s best interest to waive the RFP process since Peninsula Community Foundation created this one of a kind program that uses an asset coach model to work individually with youth. Therefore they are considered a sole source.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is October 1, 2006 through June 30, 2007. The total obligation is $134,413, of which $40,324 is funded through the Child Welfare Services Funds, and $94,089 is Net County Cost and is included in the Agency FY 2006-07 Adopted Budget.
