BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE EXECUTION OF MEMORANDA OF UNDERSTANDING BETWEEN THE COUNTY OF SAN MATEO AND:

1) THE NORTHERN CALIFORNIA HIGH INTENSITY DRUG TRAFFICKING AREA (NC HIDTA); AND

2) THE NORTHERN CALIFORNIA REGIONAL TERRORISM THREAT ASSESSMENT CENTER (NC RTTAC),

FOR THE COUNTY EMPLOYEES ASSIGNED TO HIDTA AND, RTTAC,

AND FOR RELATED SERVICES.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, since 1997, the Northern California High Intensity Drug Trafficking Area (NC HIDTA) has been a source of federal funding for combating high intensity drug trafficking; and

WHEREAS, in 2004, a Department of Homeland Security Law Enforcement Grant was awarded to the County to create and operate the Northern California Regional Terrorism Threat Assessment Center (NC RTTAC), to develop collaborative relationships among federal, state, and local entities relative to terrorism, specifically with regard to the disciplines of law, fie, public health and emergency medical services, to improve terrorism preparedness and information sharing; and

WHEREAS, the NC RTTAC program was co-located it with HIDTA and the HIDTA Administration to oversees the NC HIDTA as well as the NC RTTAC; and

WHEREAS, the NC HIDTA is managed by an Executive Committee, which has designated the San Mateo County Sheriff’s Office as HIDTA’s and NC RTTAC’s fiduciary and fiscal agent; and

WHEREAS, the County has agreed to assign several of its employees to work at HIDTA and NC RTTAC and to provide various related services for both HIDTA and NC RTTAC in exchange for HIDTA’s and RTTAC’s payment of the cost of those employees and services; and

WHEREAS, the recommended MOU’s set forth the duties and responsibilities of all agencies, including reimbursements to the County for the cost of positions and said other services; and

WHEREAS, this Board has been presented with form of such Memoranda of Understanding and has examined and approved same as to both form and content, and desires to enter into a form of such Agreement and has examined and approved same as to both form and content, and desires to enter into same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized to execute the Memorandum of Understanding with the Northern California High Intensity Drug Trafficking Area for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto.

NOW THEREFORE BE IT FURTHER RESOLVED THAT the President of this Board of Supervisors be, and is hereby authorized to execute the Memorandum of Understanding with the Northern California Regional Terrorism Threat Assessment Center for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto.
