California Department of Boating and Waterways Grant Application in the Amount of $117,383 for the Coyote Point Marina Restroom Building Project

 

RECOMMENDATION:

Adopt a Resolution 1) Authorizing the County of San Mateo to submit a California Department of Boating and Waterways grant application in the amount of $117,383 for the Coyote Point Marina Restroom Building Project; 2) Authorizing the Director of the Parks Department or his designee to execute in the name of the County of San Mateo all necessary applications, contracts, agreements, amendments and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.

The proposed project will provide an accessible unisex restroom facility for motorized and non-motorized boat ramp users as well as other visitors to the Marina.

 

BACKGROUND:

The Department of Boating and Waterways’ mission is to provide safe and convenient public access to California’s waterways. One of the ways the Department fulfills this mission is the Department’s Local Assistance Grant Program. The Grant Program was established to aid cities, counties, districts and other agencies in the development of boat launching facilities.

The funds will provide a pre-fabricated restroom building at the Coyote Point Marina for motorized and non-motorized boaters and other visitors to the Marina. The restroom will have sewer, water and electrical hook-up.

 

DISCUSSION:

The San Mateo County Department of Parks has prepared a grant application to the California Department of Boating and Waterways in the amount of $117,383 for the purchase and installation of a pre-fabricated restroom building. The grant application will be reviewed by the Department as soon as it is submitted, as there is no grant deadline. Department of Boating and Waterways staff has visited the Marina and agree with our assessment that we should provide a permanent restroom facility for boating and non-boating visitor use.

This restroom building will replace a temporary Porta-Potty that is situated adjacent to the Coyote Point Marina boat launch. The Porta-Potty has been receiving growing use from motorized and non-motorized boaters such as sea kayakers and outriggers. In addition, fishermen and other Marina visitors need a presentable restroom facility for their use.

Grant contracts will not be executed nor will construction bids be awarded until all funding is secured. The Project is not driven by any permits so it can be undertaken as soon as possible. Maintenance of the Coyote Point Marina restroom building will fall under the normal activities of the Coyote Point Marina.

 

FISCAL IMPACT:

There will be no impact to the County General Fund. If the grant application is approved and the $117,383 of funding is awarded, the funds will be deposited to and spent out of the Marina Enterprise Fund. All costs will be covered by these grant funds.
