SUBJECT:

An Agreement with Phillip Williams and Associates (PWA) for the Preparation of Design Plans and Specifications to Repair the Coyote Point Recreation Area Promenade

 

RECOMMENDATION:

Adopt a Resolution authorizing and directing the Director of the Department of Parks to execute an agreement with Phillip Williams and Associates (PWA) in the amount of $140,379 for the preparation of Design Plans and Specifications to repair the Coyote Point Recreation Area Promenade.

The repair of the e Coyote Point Promenade contributes to this goal by preserving the beach and creating safe public access to it.

 

BACKGROUND:

The Coyote Point Promenade was constructed around the period that Pacific City, a public amusement park considered the Coney Island of the West, was constructed at Coyote Point in 1922. The 12-foot wide paved Promenade was intended to provide access to both a 3,200-foot boardwalk and beach access. At the time Pacific City was constructed 2,000 tons of sand were trucked in from the beaches of Monterey. Much of that sand has now eroded away. The posts from the boardwalk are still visible along the beach. Approximately 1,500-feet of the Coyote Point Recreation Area Promenade has been damaged by storm and tidal action in the past few years. The purpose of this project is to design a stable shoreline configuration that results in a sustainable facility that will be also be consistent with future efforts to restore the beach.

 

DISCUSSION:

A Request for Proposal to prepare the Coyote Point Promenade Design Plans and Specifications was circulated. Three proposals were submitted from Phillip Williams and Associates (PWA), Winzler and Kelly, and Transystems. Following review of the proposals by a Review Committee made up of County Park and Public Work staff, PWA was selected. The project will involve two phases:

   

Phase 1:

Identifying conceptual alternatives, soliciting public feedback, and selecting a preferred alternative.

Phase 2:

Preliminary design, permitting, assistance with CEQA review, and final design.

   

Phases not associated with this contract will include fundraising for the proposed improvement once it is defined, and construction.

 

FISCAL IMPACT:

A total of $150,000 has been donated for this project from the County Park Foundation for this project. The PWA contract will total $140,379, and County Public Works costs to review the Draft and Final Plans and Specifications will be $9,500. Funding for this construction will be sought from the California Department of Boating and Waterways and California Coastal Conservancy.
