SUBJECT:

Amendment to the FY 2006-07 Agreement with InnVision – The Way Home (InnVision), for emergency shelter services provided by InnVision for Safe Harbor participants

 

RECOMMENDATION:

Adopt a Resolution authorizing an Amendment to the Agreement with InnVision – The Way Home (InnVision) to provide additional emergency beds for participants transferred from the Safe Harbor Shelter, while Safe Harbor is under renovation. The term of the Agreement remains the same, July 1, 2006 to June 30, 2007, increasing the amount by $95,000 to $205,484.

The Agreement with InnVision contributes to this commitment and goal through the cooperative effects of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families and individuals.

BACKGROUND:

On September 12, 2006, the Board of Supervisors authorized an Agreement with InnVision in the amount of $110,484 through Resolution Number 068276 to provide emergency shelter and referral services, at their Menlo Park and Elsa Segovia Service Centers, for homeless families and individuals in San Mateo County.

 

DISCUSSION:

Due to the remodeling of the Safe Harbor facility the number of available beds was reduced to 60. Safe Harbor ‘s temporary facility, located in South San Francisco, will provide 45 of these beds and 15 beds will be provided by InnVision at their Menlo Park facility. This InnVision facility serves as a year round supportive community shelter for homeless adults (men, women and families) who require shelter and access to outpatient services necessary to leave homelessness. The additional funding of $95,000 will be used to reimburse InnVision for the services provided to Safe Harbor participants.

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form and Risk Management has approved Contractor’s insurance.

FISCAL IMPACT:

This Amendment is in the amount of $95,000, for a total obligation of $205,484, and the term of the Agreement remains July 1, 2006 to June 30, 2007. The funding for this Amendment is available from the City of South San Francisco Redevelopment Fund “B” and Community Development Block Grant (CDBG) funds. The appropriation has been included in the Adopted Budget for Fiscal Year 2006-07. There is no Net County Cost.
