Resolution Establishing a Construction Waste Management Policy for County Facilities

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board previously adopted Chapter 4.105, RECYCLING AND DIVERSION OF DEBRIS FROM CONSTRUCTION AND DEMOLITION, of the San Mateo County Ordinance Code which requires contractors for non-public demolition, renovation, remodeling or new construction projects, to recover the maximum feasible amount of salvageable, recyclable and reusable materials prior to demolition.

 

WHEREAS, Construction and Demolition waste comprises 14% of the Unincorporated San Mateo County waste stream, and the reuse and recycling of construction and demolition materials is essential to further the County’s effort to reduce waste and comply with the goals of the State of California as established by the State Integrated Waste Management Board; and

 

WHEREAS, the Director of Pubic Works has recommended a policy be adopted to establish reuse, salvage and recycling requirements, comparable to the private sector requirements, for County remodeling, construction and demolition projects; and

 

WHEREAS, this Board has considered and concurs in the recommendation of the Director of Public Works.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

 

1.

County Departments and their contractors involved in demolition, renovation, or construction of County facilities shall divert as much waste as possible from going to landfills through waste reduction, deconstruction, reuse and recycling.

 

2.

Departments with anticipated projects will work closely with the Department of Public Works (RecycleWorks Program staff) to develop and implement a waste management plan for projects involving County-owned facilities.

 

3.

Deconstruction and reuse of materials is hereby approved as an option that may be pursued as a waste reduction option prior to the demolition of usable materials.

 

4.

The Department of Public Works is hereby authorized to make available at no charge to non profit organizations or the general public, light deconstruction materials such as old doors and cabinetry, if they:

 
 

a)

are not considered personal property or surplus property as determined by the County Surplus Property Officer;

 
 

b)

cannot be used by the Construction Services Division of the Department of Public Works; or

 
 

c)

would typically be disposed of in a landfill.
