SUBJECT:

Acceptance of a Bay Area Ridge Trail Council Grant in the Amount of $20,000, Golden Gate National Park Conservancy Contribution in the Amount of $6,000 and Midpeninsula Regional Open Space District Contribution in the Amount of $6,000 for the Bay Area Ridge Trail Feasibility Study for the Alignment between Huddart County Park and Highway 92

 

RECOMMENDATION:

1.

Adopt a Resolution authorizing the County of San Mateo to accept a Bay Area Ridge Trail Council Grant Award in the amount of $20,000, a Golden Gate National Park Conservancy contribution in the amount of $6,000, and a Midpeninsula Regional Open Space District contribution in the amount of $6,000 for a total amount of $32,000 for the Bay Area Ridge Trail Feasibility Study; and appointing the Director of the Department of Parks as the County’s agent to conduct all negotiations, and execute and submit all documents including, but not limited to the contract, the grant agreement, amendments, payment requests and other documents that may be necessary for the completion of the aforementioned project.

Approve an Appropriation Transfer Request in the amount of $32,000 for contract services for the Bay Area Ridge Trail Feasibility Study.

Commitment: Preserve and provide people access to our natural environment.

Goal 15: Residents have nearby access to green space, such as parks and recreational opportunities.

 

This $20,000 grant award and two $6,000 contributions will contribute to the commitment and goal as the funding, if accepted, will be used for a project to plan an important segment of the Bay Area Ridge Trail between Huddart County Park and Highway 92.

 

BACKGROUND:

The Bay Area Ridge Trail is a planned continuous multi-use trail for mountain bikers, equestrians, hikers/trail runners that will eventually circle the ridgeline of the San Francisco Bay Area. Today, about 300 miles of the 500-mile trail alignment are complete. A significant amount of the Ridge Trail is complete in San Mateo County. What remains to be completed are complicated trail linkages between open space areas that cross over busy roads or highways. This Feasibility Study will develop a solution for aligning the trail between Huddart Park and Highway 92. This trail alignment will be approximately 2,500 feet on either side of Skyline Road, from Kings Mountain to Highway 92.

 

DISCUSSION:

The San Mateo County Department of Parks will serve as the lead agency on the project. Other cooperating agencies include MidPeninsula Regional Open Space District, San Francisco Public Utilities Commission, CalTrans, Golden Gate National Recreation Area, Bay Area Ridge Trail Council, and San Mateo County Department of Public Works. The Department of Parks has received word that a $20,000 grant has been awarded by the Bay Area Ridge Trail Project. The two $6,000 contributions have been received by the Department of Parks. The Feasibility Study will be completed by December 2007.

 

FISCAL IMPACT:

The San Mateo County Department of Parks is providing $11,596 in matching funds for the project. An Appropriation Transfer Request for the $32,000 in unanticipated revenue has been prepared for the Board’s approval.
