Amendment to Agreement with American Medical Response West for Phlebotomy Services

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with American Medical Response West (AMR) for phlebotomy services extending the term to December 31, 2007, and increasing the amount by $180,000 to $396,000.

BACKGROUND:

AMR has been providing forensic phlebotomy services to the County since December 1, 2004, when an interim contract was approved by the County Manager as the result of a Request for Proposal process. Your Board approved the current Agreement in May 2005 for a term of July 1, 2005 through December 31, 2006, and a maximum amount of $216,000. The phlebotomy services provided under this Agreement consist of the collection of blood specimen evidence (blood draws) used in the prosecution of driving under the influence incidents.

 

DISCUSSION:

This Amendment extends the term of the Agreement through December 31, 2007, and adds $180,000 to the Agreement. There are no changes to the services provided under the Agreement, and the charge per blood draw by AMR remains at the same rate of $110 per draw. However, the past year’s experiences have shown that the number of blood draws per month is higher than anticipated in the original Agreement. Therefore the Amendment adds funds to meet this increase. Law enforcement agencies in San Mateo County and the District Attorney report continuing satisfaction with the phlebotomy services provided by AMR.

County Counsel has reviewed and approved the Amendment as to form and content. Risk Management has reviewed and approved the insurance coverage.

 

FISCAL IMPACT:

The term of the amended Agreement is July 1, 2005 through December 31, 2007. The Amendment adds $180,000 for a new maximum total amount of $396,000. Fines and forfeitures of about $70,000 annually will pay part of this additional service. The remaining balance of $110,000 will be paid with county General Funds and represents the Net County Cost of the Amendment, and will be covered by the Health Department. Funds for this Amendment for FY 2006-07 are included in the current Adopted Budget and those required for the last six months of this Amended Agreement will be included in the Recommended Budget for FY 2007-08.
