SUBJECT:

Memorandum of Understanding with the Organization of Sheriff’s Sergeants

 

RECOMMENDATION:

Adopt a resolution authorizing the Board of Supervisors to execute a successor Memorandum of Understanding with the Organization of Sheriff’s Sergeants (OSS), for a seven year period ending October 12, 2013.

DISCUSSION:

The current MOU expired on October 7, 2006 and the County concluded negotiations with OSS on December 18, 2006. The OSS membership has ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding covering the period of October 8, 2006 through October 12, 2013.

General Salary Increases
Salaries will continue to be set at a rate 15% higher than the salary range for Deputy Sheriffs.

Life Insurance

The coverage amount is increased from $25,000 to $35,000.

Compensatory Time Limit

Effective February 25, 2007, the maximum amount of compensatory time that may be accrued will increase from 80 hours to 96 hours on a six-month test basis. If it is determined that this change does not result in increased overtime costs, the change shall be continued.

Reopeners

Either party may reopen on a maximum of two issues in 2008 and 2010 and on a maximum of one issue in 2012. Unless mutually agreed to by the parties, these issues cannot include wages, longevity pay or benefits with the exception that the OSS may use one of its 2010 reopeners for retiree health.

 

FISCAL IMPACT:

The total cost of the increase in life insurance is approximately $7,500 over the seven-year term of the contract.
