RESOLUTION WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS

AND AUTHORIZING EXECUTION OF AN AGREEMENT WITH SETON

MEDICAL CENTER FOR TERTIARY MEDICAL SERVICES

FOR THE PERIOD JULY 1, 2006 THROUGH JUNE 30, 2007

IN AN AMOUNT NOT TO EXCEED $1,000,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, on September 20, 2005 the Board of Supervisors, by Resolution 67563, authorized an Agreement with Seton Medical Center in the amount of $600,000 for the term of July 1, 2005 through June 30, 2006 for the purpose of providing tertiary care medical services not provided by the San Mateo Medical Center; and

 

WHEREAS, on January 9, 2007 the Board of Supervisors, by Resolution 68477, authorized an Amendment to the Agreement with Seton Medical Center for an increase of $150,000 making the total amount of the agreement $750,000; and

 

WHEREAS, Seton Medical Center and SMMC seeks to enter into an additional one-year agreement after June 30, 2006; and

 

WHEREAS, waiver of the RFP process is being requested. Seton Medical Center has been a partner of SMMC for years and has provided high quality cost-effective care; and

 

WHEREAS, the parties desire to enter into an Agreement to provide tertiary care medical services for the transition period of July 1, 2006 through June 30, 2007 for a total obligation of $1,000,000; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval a form of agreement, reference to which is hereby made for further particulars, whereby Seton Medical Center shall provide tertiary care services to patients referred by SMMC; and

 

WHEREAS, this Board has examined and approved the Agreement as to both form and content and desires to enter into it; and

 

WHEREAS, San Mateo County Ordinance Code Section 2.92.050 authorizes the Board of Supervisors to waive the requirement for competitive bidding in any situation where the Board determines that the best interest of the County would be served without the need for competitive bidding; and

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to waive the competitive bidding process and execute said agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.
