Honorable Board of Supervisors

FROM:

Supervisor Mark Church

SUBJECT:

Appointment to the Workforce Investment Board

RECOMMENDATION:

Approve the appointment of Rito A. Andujo, as the Local Business Representative to the Workforce Investment Board, to a term expiring June 30, 2010.

BACKGROUND:

The application of Rito A. Andujo to become a member of the Workforce Investment Board (WIB) was reviewed by the WIB Board Development Committee and recommended for approval.

DISCUSSION:

Rito A. Andujo is currently responsible for Macy’s regional hiring, which includes San Mateo County. He has worked with the County and the workforce staff on several occasions in the past and has been a valuable partner to our workforce efforts. One of the primary goals of the WIB is to recruit members who bring employment opportunities and knowledge to the Board. Mr. Andujo’s knowledge and experience fulfill these goals. Mr. Andujo's experience working with Jewish Vocational Services (JVS) will be particularly valuable, as JVS is one of the premier workforce Community Partners in the Bay Area and is expanding their services into San Mateo County.

Mr. Andujo is not a resident of the County. County Counsel has advised that Mr. Andujo is eligible for appointment to the WIB because section 414 of the County Charter states that “the Board of Supervisors may provide that less than a quorum of any advisory committee may be composed of members who are not County residents.” Due to Mr. Andujo’s extensive employment related activities within the County described above, he is qualified for appointment to the WIB. Furthermore, he has been highly recommended by Fred Sloan, Workforce Development Manager for the WIB.
