Continuing Resolution for AIDS Program Agreements

 

RECOMMENDATION:

Adopt a resolution authorizing the Controller to continue payments on San Mateo County AIDS Program service agreements with the AIDS Community Research Consortium (ACRC) and Community Dental Care, Inc., (CDC) a California nonprofit corporation, from March 1, 2007 through June 30, 2007.

 

VISION ALIGNMENT:

Goal(s) 5 and 8: Residents have access to healthcare and preventive care; and help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

 

The agreements with ACRC and CDC contribute to this commitment and goals by providing a food program and dental services that increase client self-sufficiency and improve the quality of life of those affected by HIV/AIDS.

BACKGROUND:

The United States Department of Health and Human Services (DHHS) provides CARE Act I emergency funds to support HIV services in metropolitan areas (EMAs) most severely affected by the HIV epidemic. CARE Act funding comes to San Mateo County AIDS Program (SMCAP) through an agreement with the City and County of San Francisco.

 

DISCUSSION:

SMCAP has agreements with the AIDS Community Research Consortium for HIV food services for $296,778 and with Community Dental Care, Inc., for HIV dental services for $211,460, with terms ending February 28, 2007. However, DHHS has not yet announced the funding amount that will be available to the San Francisco EMA for the upcoming funding period. It is expected that DHHS will release the amounts of the awards by the end of March 2007. SMCAP will develop contracts as soon as the amount of the award is known. To ensure continued provision of services while funding agreements are completed with DHHS and the City and County of San Francisco, it is necessary to authorize the Controller to continue to make payments to these contractors at the existing rates through June 30, 2007. Contractors shall be paid in accordance with all terms and conditions included in original agreements through June 30, 2007 or until amended agreements are completed. While the new annual funding amounts are unknown, the allocation will be sufficient to cover the costs incurred during this extension.

 

County Counsel has reviewed and approved the memorandum and resolution as to form.

 

FISCAL IMPACT:

The estimated cost to provide these services for the period of March 1, 2007 through June 30, 2007 is $150,000. Funds for the annual cost of these agreements, including these extensions, have been included in the AIDS Program Adopted Budget for FY 2006-07. There is no Net County Cost.
