Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of three positions, combining of two part-time positions into one full-time position, and salary adjustment for one classification will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying three filled positions,

changing the salary rate of one classification,

combining two part-time positions into one full-time position, and

converting two unclassified positions to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action A:

Delete: One position of N110, Senior Capital Projects Manager

Biweekly Salary: $3,432.40 - $4,328.00

Approximate Monthly Salary: $7,502.00 - $9,378.00

Explanation:

This is the deletion of one filled position of Senior Capital Projects Manager. As part of the County-wide Organization Study, this position is being moved to Public Works and reclassified to management level. This action represents a decrease of $12,848 in monthly salary and benefits cost within the County Manager’s Office. This change represents a decrease of one in the total number of authorized positions in the County Manager’s Office and no net change county-wide.

Action B:

Delete: One position of E029, Administrative Assistant I

Biweekly Salary: $1,896.00 - $2,370.40

Approximate Monthly Salary: $4,108.00 - $5,136.00

Explanation:

This is the deletion of one filled position of Administrative Assistant I. As part of the County-wide Organization Study, this position is being moved to Public Works. This action represents a decrease of $7,036 in monthly salary and benefits cost within the County Manager’s Office. This change represents a decrease of one in the total number of authorized positions in the County Manager’s Office and no net change county-wide.

 

ORGANIZATION 13000 ASSESSOR-CLERK RECORDER

Action:

Reclassify: One position of U063, Senior Auditor-Appraiser

Biweekly Salary: $2,452.80 - $3,065.60

Approximate Monthly Salary: $5,315.00 - $6,643.00

To: One position of V235, Information Technology Analyst

Biweekly Salary: $2,858.40 - $3,572.80

Approximate Monthly Salary: $6,194.00 - $7,742.00

Explanation:

This is the reclassification of one filled position of Senior Auditor-Appraiser to the classification of Information Technology Analyst. This position has been studied and determined to be appropriately classified as Information Technology Analyst. This action represents a monthly salary and benefits cost of $1,506. There is no change in the total number of authorized positions.

 

ORGANIZATION 18000 INFORMATION SERVICES

Action:

Convert: One position of B131, Administrative Assistant I - Unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of N017, Delineator I

Biweekly Salary: $1,841.60 - $2,301.80

Approximate Monthly Salary: $3,990.00 - $4,987.00

To: One position of V230, Information Technology Technician

Biweekly Salary: $2,200.00 - $2,749.60

Approximate Monthly Salary: $4,767.00 - $5,958.00

Explanation:

This is the reclassification of one filled position of Delineator I to the classification of Information Technology Technician. This position has been studied and determined to be appropriately classified as Information Technology Technician. This action represents a monthly salary and benefits cost of $1,330. There is no change in the total number of authorized positions.

 

ORGANIZATION 47000 PUBLIC WORKS – ADMINISTRATIVE SERVICES

Change: The salary range of the classification of B229, Director of Public Works - Unclassified

From: Biweekly Salary: $5,489.60 - $6,861.60

Approximate Monthly Salary: $11,895.00 - $14,868.00

To: Biweekly Salary: $5,763.20 - $7,204.00

Approximate Monthly Salary: $12,488.00 - $15,610.00

Explanation:

This is the salary range adjustment for the Director of Public Works classification. This action represents a monthly salary and benefits cost of $1,054 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 47300 PUBLIC WORKS - FACILITIES SERVICES

Action A:

Add: One position of D170, Senior Capital Projects Manager

Biweekly Salary: $3,538.40 - $4,423.20

Approximate Monthly Salary: $7,667.00 - $9,584.00

Explanation:

This is the addition of one filled position of Senior Capital Projects Manager. As part of the County-wide Organization Study, this position is being moved to Public Works and reclassified to management level. This action represents an increase of $13,609 in monthly salary and benefits cost within Facilities Services. This change represents an increase of one in the total number of authorized positions in Facilities Services and no net change county-wide.

Into: One full-time position. Same salary range

Explanation:

This is the combining of two half-time Marriage and Family Therapist positions into one full-time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits cost. This action decreases the total number of authorized positions by one.

 

ORGANIZATION 62000 PUBLIC HEALTH

Action:

Convert: One position of B183S, Community Worker Series - Unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status.
