RECOMMENDATION:

 

Adopt a Resolution:

   
 

Authorizing the President of the Board of Supervisors to execute the attached agreement for provision of staffing, quarters, supplies and legal services in the amount of $236,211 for Fiscal Year 2006/2007.

     

VISION ALIGNMENT:

Goal 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

 

This agreement between the County and LAFCo, allows the Local Agency Formation Commission to provide services efficiently and effectively to the county, cities and special districts.

 

BACKGROUND:

LAFCo is an independent Commission consisting of two County Supervisors, two city council members, 2 special district members and a public member. Government Code Section 56381 requires LAFCo to adopt a net operating budget (appropriations budget less revenues) that is apportioned in thirds to the County, cities and special districts. Government Code Section 56380 permits LAFCo to make its own provision for personnel, office space, supplies and legal counsel or to contract with another public agency for services. San Mateo LAFCo has contracted with the County of San Mateo since 1996. The LAFCo agreement includes a principal management analyst serving as LAFCo Executive Officer, office space, supplies and legal counsel. Following adoption of the LAFCo budget, the commission authorized the Chairman to execute the attached agreement for the 2006-2007 Fiscal Year.

 

DISCUSSION:

The LAFCo appropriations budget is $256,211 and the net operating budget is $230,340 resulting in one-third apportionment of $76,780 to the County, cities and special districts. The agreement amount is $236,211, which represents the appropriations budget less appropriation of $20,000 for outside consulting services. The agreement allows LAFCo to provide for staff services, office space and legal counsel more cost effectively than if it operated in separate facilities with directly hired staff and legal counsel.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The County’s apportionment of the LAFCo budget pursuant to Section 56381 results a net county cost of $76,780. LAFCo application revenues and city and district apportionment of the LAFCo budget fund the balance of the LAFCo budget.
