Additions to the Resolutions Designating No Parking Zones, No Parking During Specified Hours Zone and One Hour Time Limited Parking Zones in Public Rights-of-Ways

 

Recommendation

A.

Adopt resolutions:

 
 

1.

Revising No Parking Zones in Public Rights-of-Ways; and

 
 

2.

Revising No Parking During Specified Hours Zones in Public Rights-of-Ways; and

 
 

3.

Revising One Hour Time Limited Parking Zones in Public Rights-of-Ways.

Previous Board Action

Adopted similar resolutions which designated No Parking and No Parking During Specified Hours; Time Limited Parking; and Disabled Parking Zones.

 

Discussion

Section 22506 of the California Vehicle Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance. We are recommending that three (3) new no parking zones be established along various County maintained streets. The Sheriff’s Office requested that a portion of Cornell Avenue near the County maintenance yard be posted “No Parking” to improve sight distance for emergency vehicles exiting the maintenance yard. The owner of the business at 2950 Middlefield Road requested a no parking zone to improve sight distance for drivers exiting their driveway onto Middlefield Road. Residents of the Stanford Weekend Acres area requested a no parking zone along Alpine Road near Piers Lane to improve sight distance for drivers exiting Piers Lane onto Alpine Road.

 

We are recommending that one (1) new no parking during specified hours zone be established along a portion of 2nd Avenue at the request of the business owner of Flegel’s Furniture. This zone will be effective Monday to Friday from 8:00 A.M. to 5:00 P.M., Saturdays, Sundays and Holidays excepted. This zone will be located in front of their business to improve access for freight delivery.

 

We are recommending one (1) new one hour time limited parking zone be established along a portion of Hurlingame Avenue at the request of the owner of the business at 880 Hurlingame Avenue. This zone will be located in front of their business to improve parking opportunities for their customers as well as the customers of the surrounding businesses.

 

We evaluated these requests and have determined that the recommended parking restrictions will not adversely affect the community.

 

The locations of parking restrictions on County maintained streets are currently documented in list form and are also available on the Department’s web site. These zones, if approved by your Board, will be added to the website.

 

Resolutions have been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $500 per zone. This cost is also financed with Road Funds.

 

There is no impact to the General Fund.
