Amendment One to the Agreement with RJ Lee Solutions, LLC
 

RECOMMENDATION:

Adopt a Resolution authorizing the:

1.

President of the Board to execute Amendment One to the agreement with RJ Lee Solutions, LLC for the development and deployment of the Laboratory Information Management System (LIMS) software used by the Forensic Laboratory, extending the term six (6) months to June 30, 2007; and

2.

Sheriff to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Amendment allows for the forensic laboratories of the County of San Mateo and the County of Santa Clara to work collaboratively in sharing forensic findings and data.

BACKGROUND:

Through the COPS Technology Grant, the forensic laboratories of San Mateo County and the Santa Clara County work collaboratively in sharing forensic findings and data via the Laboratory Information Management System (LIMS) software. LIMS is designed specifically for forensic laboratories to facilitate the management and storage of data.

On December 6, 2005, the County entered into an agreement (Resolution No. 67701) with RJ Lee Solutions, LLC to develop and deploy modules to the LIMS software to interface with the Santa Clara County District Attorney’s Crime Laboratory. The contract was for an amount not to exceed $178,371.27 with a 13 month term commencing November 1, 2005 through December 31, 2006.

 

DISCUSSION:

During the testing phase, the Sheriff's Office determined a new server and additional storage would be required in order to properly deploy LIMS to Sheriff's Office Forensic Laboratory clients. This deployment will allow clients the ability to access reports, check on case status, and enter case information for incoming evidence; thus saving valuable staff time and real-time information to lab customers.

Amendment One extends the contract term six months to June 30, 2007.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

The Amendment has been reviewed and approved as to legal form by County Counsel.

 

FISCAL IMPACT:

Amendment One is only extending the term of the contract six months to June 30, 2007. There is no net County cost.
