Amendment of Contract with County Manager to Provide for a Five Percent Merit Salary Increase

RECOMMENDATION:

1.

Adopt a resolution authorizing and directing the President of the Board to execute an amendment to the contract with the County Manager to provide for a five percent merit increase in salary, retroactive to January 1, 2007

2.

Introduce an ordinance amending the County salary ordinance to provide for the retroactive payment of the salary increase to the pay period beginning December 31, 2006, and waive reading of the ordinance in its entirety.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government.

Goal(s): Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

DISCUSSION:

On November 15, 2005, the Board entered into a new employment contract with John Maltbie, to serve as County Manager. The current contract, as amended, expires on March 31, 2009. The contract provides that the Board will conduct a performance evaluation on a yearly basis, and consider whether a merit raise, of up to five percent (5%), should be granted, to be applied retroactively to January 1st of the year in which the performance evaluation is conducted. The Board has conducted the evaluation and, as a result of the evaluation, has determined to give the County Manager a five percent (5%) raise to a bi-weekly salary of $9,610.40. The proposed amendment to the contract would provide for the salary increase, and the proposed ordinance amendment would provide for retroactive payment of the increase to the pay period beginning on Sunday, December 31, 2006.

FISCAL IMPACT:

The proposed action will result in an impact to the general fund in the amount of the raise, which amounts to $457.60 on a bi-weekly basis.
