SUBJECT:

Grant Agreements with Blue Shield of California Foundation and California Healthcare Foundation to provide $125,000 in funding for the Blue Ribbon Task Force on Adult Health Care Coverage Expansion

 

RECOMMENDATION:

A.

Approve an Appropriation Transfer Request (ATR) recognizing unanticipated revenue in the amount of $125,000 and increasing appropriations in various operating accounts and

   

B.

Adopt a resolution authorizing the execution of two grant Agreements, one with Blue Shield of California Foundation for the period January 1, 2007 through November 1, 2007, for an amount not to exceed $75,000 and the other with California Healthcare Foundation for the period January 1, 2007 through December 31, 2007, for an amount not to exceed $50,000.

These Agreements contribute to this commitment and goal by helping to support a year-long planning process to develop recommendations for adult health care coverage expansion to uninsured adults in San Mateo County.

BACKGROUND:

In response to the growing number of uninsured adults in San Mateo County, your Board formed the Blue Ribbon Task Force for Adult Health Care Coverage Expansion on June 26, 2006. The charge of this group is to explore options for providing comprehensive health care access and/or insurance to uninsured adults in San Mateo County living at or below 400% Federal Poverty Level and to bring recommendations to the Board of Supervisors by July 2007.

 

DISCUSSION:

The Blue Ribbon Task Force is a 37-member committee which is comprised of representatives from private and public hospitals, labor, chambers of commerce, advocacy groups, the Health Plan of San Mateo, cities, and San Mateo County departments. Collectively, Task Force members are exploring options for adult health care coverage expansion with a goal of recommending key program and policy changes required to expand coverage. Further exploration of key issues is being conducted in three workgroups: Health Care Model Development, Financing Mechanism, and Population Definition. Consultants with expertise in the topics of health care model effectiveness, efficiency, and innovation, as well as public coverage, insurance costs, and financing streams are being retained to assist the workgroups in developing recommendations. In addition, a consultant is assisting with facilitation and final report writing.

Broad-based support from across our sectors is critical in fulfilling the Task Force’s success. The grants from the Blue Shield of California Foundation and California Healthcare Foundation will provide support for Task Force consultants. This support provides a valuable contribution to our local efforts to develop health care coverage expansion options for adults. In addition it facilitates linkages to leading-edge work around the state and country which is followed by the two foundations.

The grant Agreements have been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

The Agreement with the Blue Shield of California Foundation has a term of January 1, 2007 through November 1, 2007 and provides $75,000 in unanticipated revenues. The Agreement with California Healthcare Foundation has a term of January 1, 2007 through December 31, 2007 and provides $50,000 in unanticipated revenues. The total unanticipated revenue and increased expenditures of $125,000 will be added to the Department’s FY 2006-07 Adopted Budget through the accompanying ATR. There is no additional Net County Cost associated with these grant Agreements or the ATR.
