Authorizing the Director of Community Development or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions | |||||

BACKGROUND: | ||||||
The County will be entering into an Agreement with Impact Sciences to perform environmental consulting services to prepare a Draft Environmental Impact Report (DEIR), a Final Environmental Impact Report (FEIR) and a Mitigation Monitoring Reporting Program for a proposed subdivision located on Ticonderoga and Bunker Hill Drives, in the unincorporated San Mateo Highlands area. Specifically, the applicant, Ticonderoga Partners LLP, is proposing a nine-lot subdivision with a remainder parcel totaling approximately 99 acres. Lots one through four will be clustered on Bunker Hill Drive, while lots five through eight and the 83.95 acre open-space lot nine will be located on Ticonderoga Drive. All of these nine lots are zoned Resource Management (RM). The 11.78 acre remainder parcel is included in the application and retain its current R-E/SS-107 zoning. The project also includes the removal of seven significant trees and a Grading Permit to allow approximately one acre of clearing and about 1,600 cubic yards of excavation for associated driveway access and lot preparation. | ||||||
DISCUSSION: | ||||||
Impact Sciences was selected to prepare the EIR after a Request for Proposals was issued and two firms submitted proposals. Impact Sciences was selected based on experience of the firm, their understanding of the issues involved, technical expertise with which to analyze those issues, and cost. Impact Sciences total bid was $114,305, and the project is expected to last no longer than June 30, 2008. | ||||||
The services to be performed include the following: | ||||||

Project scoping/public outreach to foster public involvement in the EIR process and solicit input on the EIR content. | |||||
2. |
Description of the environmental setting and evaluation of project impacts, focusing on aesthetics, air quality, biological resources, cultural resources, geology, hazards/hazardous materials, land use/planning, noise, population/housing, public services, transportation/traffic, utilities, and cumulative impacts. | |||||
3. |
Development of project alternatives to be evaluated, including a No Action Alternative. | |||||
4. |
Delivery of a Draft EIR to be circulated for public review and comment. | |||||
5. |
Delivery of the Final EIR that includes responses to public comments. | |||||
6. |
Attendance at key public hearings. | |||||
County Counsel has reviewed and approved the Agreement and Resolution as to form. | ||||||
FISCAL IMPACT: | ||||||
The total amount of the proposed Agreement is $114,305. The entire amount is being paid for by the applicant, Ticonderoga Partners LLP, and the ATR will set up the appropriation in the Planning budget to pay for this Agreement. There is no Net County Cost impact. | ||||||
