Cost Sharing Agreement for the Resurfacing of a Portion of Bay Road

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to execute a cost sharing agreement with the City of Redwood City for the resurfacing of Bay Road between Second Avenue and Florence Street in the North Fair Oaks/Redwood City area.

History

Bay Road, between Second Avenue and Florence Street, is partially within the jurisdiction of San Mateo County (County) and partially within the jurisdiction of the City of Redwood City (City). Each agency has responsibility for maintaining the segments of road within its jurisdiction.

 

Discussion

The jurisdictional border along the section of Bay Road between Fifth Avenue and Florence Street runs along the center of the street, making it necessary for both the City and County to come to agreement on the appropriate timing and nature of any road treatments in order for the road to be treated uniformly.

 

Federal Grant funding which would contribute up to 50% of the engineering, construction and inspection costs of resurfacing the road recently became available and the City applied for and was granted funding up to a maximum amount of $306,195 for this project.

 

Both the City and County believe that resurfacing this segment of the road at this time is integral to the overall maintenance of the road.

 

The City has offered to be the lead agency in preparing design plans and in the construction of the road. Your Board’s authorization of the Director of Public Works’ execution of an agreement with the City of Redwood City will allow for the work to move forward and for the City and County to be reimbursed for portions of their costs in proportion to the percentages of the overall project in each jurisdiction.

 

County staff has reviewed the estimated costs prepared by the City of Redwood City and believes them to be reasonable.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost for the design, construction and inspection of resurfacing improvements on Bay Road between Second Avenue and Florence Street is $800,000. The agreement with the City of Redwood City establishes a Not-to-Exceed Cost for San Mateo County of $138,000.
