Acceptance of the Final Map, Dedication of Public Utility Easements and Agreement for the Construction of Off-Site Improvements Associated with the “Trestle Glen at El Camino Transit Village” Subdivision, Colma Area

 

Recommendation

Adopt a resolution:

 

1.

Approving the Final Map for Subdivision PLN 2006-00365 (Final Map); and

   

2.

Directing the Clerk of the Board to execute the appropriate certificate on the Final Map and to file the map for record; and

   

3.

Authorizing the President of the Board to execute secured agreements with Bridge Housing Corporation for the construction of improvements on “F” Street adjacent to the Trestle Glen at El Camino Transit Village Subdivision (APN 008-141-060 / 134-051-280, File No. PLN 2006-00365).

The subdivision conforms to the requirements of the San Mateo County Subdivision Regulations, and will provide low- and moderate-income housing opportunities.

 

Background

Your Board approved the Trestle Glen at El Camino Transit Village subdivision at the January 23, 2007 meeting. The conditions of that approval include requirements to provide public works improvements as a condition of approval for the proposed subdivision. Access, drainage and utility improvements are required to serve the proposed subdivision, as required by the County Subdivision Regulations.

 

Section 7033 of the Subdivision Regulations provides that subdividers will be required to enter into a written agreement with the County prior to beginning improvement construction or prior to recording the final map, whichever occurs first. Execution of the secured agreement for the Trestle Glen at El Camino Transit Village will enable the subdivider to record the final map prior to constructing improvements.

 

Discussion

The Final Map has been checked and is in conformance with applicable State statutes.

 

The Agreement provides that Northpoint Housing Corporation, the subdivider, will construct the necessary improvements along “F” Street between El Camino Real and the Colma BART Station to serve the proposed subdivision. The subdivider will be required to obtain an encroachment permit from the Town of Colma as the “F” Street right-of-way is within the Town’s jurisdiction. Revisions to the plans may be required in order to satisfy the Town’s requirements. We believe the current cost estimate and corresponding securities will be adequate to cover the costs of minor revisions to the plans that may be needed to satisfy the requirements for construction in the Town of Colma right-of-way.

 

The agreement for the off-site roadway improvements shall be secured by a Faithful Performance Bond in the amount of $227,057 to guarantee the performance of the work, and by a Payment Security in the amount of $113,528 to secure payments for labor and materials.

 

The bonds will be released upon satisfactory completion of the improvements and the posting of securities in the amount of fifty percent (50%) of the cost of construction to guarantee the work for one year.

 

The subdivider will be required to cover the costs of regular and final inspections provided by the Department of Public Works. A deposit in the amount of $5,000 has been paid by the subdivider and will be supplemented if necessary.

 

Fiscal Impact

The County has no financial obligation as a result of this agreement.

 

A resolution and agreement have been approved as to form by County Counsel, and the Agreement has been executed by the subdivider.
