SUBJECT:

Agreement with the City and County of San Francisco for Distribution of Additional Fiscal Year 2005 Urban Area Security Initiative Regional Funds to the County of San Mateo.

 

RECOMMENDATION:

1.

Adopt a Resolution authorizing the President of the Board of Supervisors to execute an Agreement with the City and County of San Francisco for the distribution of additional funding in the amount of $450,000 to the County of San Mateo as part of the Fiscal Year 2005 Urban Area Security Initiative (UASI) grant program.

2.

Approve an Appropriation Transfer Request (ATR) in the amount of $450,000 from UASI grant funds to fixed assets to allow for the purchase of 12 shelter support trailers.

BACKGROUND:

The federal Department of Homeland Security (DHS) provided funding to California’s Office of Homeland Security (OHS) through the FY05 Urban Area Security Initiative (FY05 UASI). In 2005, the City and County of San Francisco was designated by the California Office of Homeland Security (OHS) as one of 10 urban areas eligible to apply for funding for the FY 2005 Urban Area Security Initiative (FY05 UASI) program. As a grant recipient, San Francisco is authorized to contract with other local government agencies for the allocation of grant funding.

San Francisco’s FY05 UASI grant expired December 31, 2006. Prior to the expiration, San Francisco advised the County of the availability of $450,000 in grant funds which were initially allocated to other counties but which have not been fully expended. Any unexpended funds will be returned to the State.

San Francisco has offered a portion of the unexpended FY05 UASI funds to San Mateo County Sheriff’s Area Office of Emergency Services (OES). Through partners in law enforcement, fire services, and in conjunction with County Purchasing Division, OES has developed a plan for expenditure of the funds.

   

DISCUSSION:

Currently San Mateo County has no shelter provisions. We rely on the American Red Cross that has 1,000 cots for our County, but they could be deployed elsewhere in the event of a major catastrophic event.

After the 1989 Loma Prieta Earthquake, San Mateo County received thousands of worried commuters that were attempting to return back to their east and north bay homes. With the Bay Bridge being damaged and the Golden Gate Bridge closed for seismic inspections, worried commuters packed our south bound roads. If the event were more catastrophic and the south bay roads overpasses made our main arteries impassible, we could have been responsible for sheltering thousands of commuters literally stuck in our County.

A cache of shelter supplies in trailers that may be deployed in a relatively short period of time is most important for the care and sheltering of displaced persons whether they be refugees from another area or residents of our own County that are in need of mass care and shelter. The trailers will be stored at the San Carlos and Half Moon Bay airports.

The additional FY05 UASI funds totaling $450,000 will allow for the County to purchase 12 shelter support trailers. Each trailer has a capacity to supply 300 people with a sleeping mat, blankets, hygiene kits, and modesty screens.

County Counsel has reviewed and approved the Resolution and Agreement as to legal form.

 

FISCAL IMPACT:

There is no impact on the net County cost.
