RECOMMENDATION:

Adopt a resolution authorizing the Chief Elections Officer to render specified election services for the Millbrae Elementary School District and the Pacifica School District in conjunction with a special mail ballot election to be held on May 8, 2007

VISION ALIGNMENT:

Commitment: Realize the potential of our diverse population.

Goal 2: Civic engagement, including voting, is uniformly high among the diverse population.

These election services will facilitate the school districts’ engagement of district voters to decide the important question of authorizing a parcel tax to support the operation of district programs.

BACKGROUND:

Elections Code section 10002 authorizes the governing body of any city or district to request the county’s board of supervisors to permit the county elections official to render specified services to the city or district relating to the conduct of an election. Subject to the approval of the board of supervisors, these services shall be performed by the chief elections official.

DISCUSSION:

In accordance with state law, the Millbrae Elementary School District and the Pacifica School District have each filed with the Elections Division an authorizing resolution of their respective governing board, requesting a special election to be held on Tuesday, May 8, 2007. Each district has proposed a ballot measure providing for a qualified parcel tax to fund the district’s programs.

Each district’s election will be conducted entirely by mail ballot.

The Elections Division is willing and able to render the requested services, and the Chief Elections Officer respectfully requests the authorization of your Honorable Board to proceed accordingly.

FISCAL IMPACT:

There will be no Net County Cost. Each requesting district will pay for the services performed.
