Amendment to an Agreement with CA, Inc. F/K/A Computer Associates International, Inc.

 

RECOMMENDATION:

Adopt a resolution:

    A) Authorizing the execution of an Amendment to the Agreement with CA, Inc. F/K/A Computer Associates International, Inc. (CA) to provide mainframe software licensure and support, extending the term from March 31, 2004 to September 30, 2008, and increasing the amount by $439,143 to $1,185,865; and

    B) Authorizing the Chief Information Officer to execute subsequent amendments and make minor modifications not to exceed $25,000.

This Agreement contributes to this goal by maintaining the high availability of the County’s mainframe, which hosts applications for the entire County, including: Adult Probation, Criminal Justice Information System (CJIS), and Payroll.

BACKGROUND:

The Board approved Resolution 66551 on March 23, 2004 for a three year Agreement with CA to provide mainframe systems software and support. This Agreement will expire March 31, 2007. The County mainframe retirement time line is scheduled for completion FY 2008-09.

 

DISCUSSION:

The CA software suite includes basic system utilities that manage all data and programs on the mainframe, as well as the database management software that supports the Criminal Justice Information System ("CJIS"). The programs and database management are closely integrated with our existing applications. This software bundle will be needed to continue to support CJIS during its migration to a non-mainframe platform.

CJIS is being migrated to a non-mainframe platform as part of the mainframe retirement project. The project is scheduled to be completed the first quarter of FY 2008-09.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, and equal benefits.

In addition, the County's non-discrimination clause has been modified with the approval of the County Manager to remove the penalty portion of the non-discrimination clause because this is a sole source vendor.

 

FISCAL IMPACT:

The term of this Agreement is from March 31, 2004 to September 30, 2008. This Amendment has increased the contract amount by $439,143 to a total fiscal obligation of $1,185,865, which reflects an annual increase of 6% over our current licensure and support. Funds are included in ISD’s FY 2006-07 budget and will be included in future budgets.
