Amendment to the Agreement with Shelter Network

 

RECOMMENDATION:

Adopt a resolution authorizing an Amendment to the Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program to provide an increase of funding allocated for Shelter Network’s Motel Voucher Program and to add the Inclement Weather Motel Voucher Services for Single Individuals, the term will remain the same, July 1, 2006 to June 30, 2007, increasing the amount by $300,000 to $778,603, $22,659 is Net County Cost.

This Amendment to the Agreement with Shelter Network contributes to this commitment and goal through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

* Inclement Weather Motel Voucher Services for Single Individuals is a newly added service. There is no data available for the services. The Center on Homeless will develop measures for those services for next year’s Agreement.

 

BACKGROUND:

On August 1, 2006, the Board of Supervisors approved Resolution Number 068186, an Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program. These programs serve an extensive population of individuals with multiple barriers who are in great need of transitional housing and supportive services with motel vouchers and a continuum of housing opportunities for homeless families.

 

DISCUSSION:

The need for additional funding for the Motel Voucher Program is the result of an increase in the number of motel nights demanded and utilized by the program participants by 165% in the first quarter. The $250,000 additional funding will enable Shelter Network to continue serving the families participating in the Motel Voucher Program.

This Amendment also adds new services for “Inclement Weather Motel Voucher Services for Single Individuals”. The new service will provide motel vouchers for single individuals during cold winter and rainy seasons while other shelters are running at full capacity. This Amendment will provide an additional $50,000 for this service.

The Agreement, as amended, includes all provisions that are required by the County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved this Amendment as to form. Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement, July 1, 2006 to June 30, 2007, will remain the same. This Amendment increases the contract by $300,000 for a total contract obligation of $778,603. While this increased expenditure due to the contract amendment was not budgeted for FY 2006-07, the Agency has sufficient appropriation budgeted in other accounts to fund the increase and to cover the increase in Net County Cost of $22,659.
