Automobile Show and Aircraft Display (Pacific Coast Dream Machines Event) - Half Moon Bay Airport

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the Coastside Adult Day Health Center (Health Center) which allows the Health Center to conduct the Pacific Coast Dream Machines Event (Event) at the Half Moon Bay Airport (Airport) on Sunday, April 29, 2007.

 

Vision Alignment

Commitment: ensure basic health and safety for all.

Goal 8: help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life.

 

Authorizing execution of the proposed agreement will provide a funding opportunity for the Health Center which serves vulnerable people on the Coastside.

 

Background

 

Previous Board Action

Executed similar agreements with the Health Center each of the past sixteen years.

 

History

Your Board, over the past sixteen years, has authorized the Health Center to conduct the one-day Event at the Half Moon Bay Airport. The Health Center elected to cancel last year’s Event due to heavy rains. This year’s Event, as in past years, consists of:

 
 

1.

A classic automobile concourse.

 

2.

Display of classic, racing, custom and exotic show cars.

 

3.

Vintage motorcycle exhibit.

 

4.

Display of working steam and gas engines; farm and military equipment.

 

5.

Static display of military, vintage and unusual aircraft.

 

6.

Airplane and helicopter rides.

 

7.

The sale of food, beer and wine from participating groups.

 

8.

The sale of tee shirts, memorabilia and other items by participating groups and vendors.

 

The Event, as in previous years, also includes the static display of military and civilian aircraft including a Coast Guard C-130 and Sikorski helicopter, a vintage
B-17 and B-25, an F-18 Hornet, an L-39 Albatross, a Japanese Zero fighter, a Yak-9 Russian fighter and several P-51 Mustangs.

 

Discussion

Section 25536 of the Government Code provides that a board of supervisors, by 4/5ths vote, may enter into concession agreements to allow activities on County airport property. The Health Center has again requested that they be allowed to conduct the fund-raising event on Sunday, April 29th, which is proposed as a showcase of vintage, classic and exotic machines, equipment, cars, motorcycles and aircraft. The Event includes the items mentioned in the History section of this report, and the Health Center has also requested that they be allowed to include the following activities during this year’s Event:

 
 

1.

Jet-pack flying demonstrations.

 

2.

Unicycle (one-wheeled motorcycle) dirt drag racing exhibition.

 

3.

Motorcycle trials-bike demonstrations.

 

We are again recommending that your Board approve the Event as:

 
 

Ø

the Half Moon Bay Airport Pilots' Association participates in the event and airport businesses do not object to this Event being held at the Airport.

 
 

Ø

we have notified all tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators, the Federal Aviation Administration (FAA) and the providers of emergency services.

 
 

Ø

the FAA has again agreed to staff a temporary air traffic control tower at the Airport on the day of the Event to handle the aircraft flying to and from the Airport and to coordinate the aircraft rides during the Event.

 
 

Ø

the Airport will be open for normal aircraft operations on the day of the Event.

 
 

Ø

the Health Center will provide sufficient volunteers to coordinate parking and the general policing of the area to be used. They are also coordinating traffic control with the Sheriff’s Office and the California Highway Patrol.

 
 

Ø

the agreement requires that the sale of alcohol during the Event be in compliance with the County’s sale of alcohol policies.

 
 

Ø

the agreement requires that the Health Center develop a Waste Diversion and Recycling Plan to reduce and divert waste generated during the Event.

 

The Health Center is also notifying the Mid Coast Community Council of the proposed Event and we will report any comments that they or we receive from the Council.

 

A resolution and agreement have been approved as to form by County Counsel and the Health Center has executed the agreement.

 

We are proposing to grant a one-time waiver of the 12,500-pound weight restriction at the Airport for the specified display aircraft if your Board approves the proposed resolution.

 

Fiscal Impact

The entrance fees for this year’s event have been increased by the Health Center to $20 for the general public; $10 for seniors and youths ages 11-17; and children under ten (10) are free. The Health Center reported that the event in 2005 raised over $50,000.

 

The Airport Fund will be reimbursed $4,000 for use of the facility, security costs and for the cost of overtime as additional personnel will be on duty during the Event.

 

There is no impact to the General Fund.
