BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION 1) AUTHORIZING THE COUNTY OF SAN MATEO TO FILE A CALIFORNIA DEPARTMENT OF BOATING AND WATERWAYS LOAN APPLICATION IN THE AMOUNT OF $1,829,000 FOR THE COYOTE POINT MARINA DOCK 29 REPLACEMENT PROJECT; 2) AUTHORIZING THE DIRECTOR OF THE PARKS DEPARTMENT OR HIS DESIGNEE TO EXECUTE IN THE NAME OF THE COUNTY OF SAN MATEO ALL NECESSARY APPLICATIONS, CONTRACTS, AGREEMENTS, AMENDMENTS AND PAYMENT REQUESTS HERETO FOR THE PURPOSES OF SECURING LOAN FUNDS AND TO IMPLEMENT AND CARRY OUT THE PURPOSES SPECIFIED IN THE LOAN APPLICATION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County of San Mateo owns and operates a public Marina at Coyote Point within the Coyote Point Recreation Area; and

 

WHEREAS, Coyote Point Marina’s Dock 29, which provides berths for ten 50-foot boats and eleven 45-foot boats, is more than 30 years old, beyond the end of its usable life, and has significantly deteriorated to the extent that berths have been closed, boats relocated and is in serious need of repair; and

 

WHEREAS, the State of California, through the Department of Boating and Waterways, provides construction loans to cities, counties and districts, as well as loans to determine if a small craft harbor development project is feasible from an engineering, financial, and environmental standpoint and is economically justified; and

 

WHEREAS, the County of San Mateo wants to undertake engineering studies, prepare construction documents and bid specifications, and construct a new Dock 29 at Coyote Point Marina; and

 

WHEREAS, the County of San Mateo certifies that the loan, if made, will not constitute an indebtedness or a liability contrary to the provisions of Section 18, Article XVI of the California Constitution;

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this Resolution, hereby requests a loan from the Department of Boating and Waterways in the amount of $1,829,000 for the purpose of replacing Dock 29 at Coyote Point Marina. Be it further resolved that the Director, Department of Parks, is authorized to sign the loan application and sign any contracts or agreements to secure the loan and carry out the purposes specified in the loan application.
