SUBJECT:

Designation Of Clerk Of The Board To Be The Filing Official For FPPC Form 700s For Members Of Board Of Supervisors’ Staff.

 

RECOMMENDATION:

Adopt a resolution designating the Clerk of the Board as the Filing Official for the Fair Political Practices Commission’s “Statement of Economic Interests” Form 700s for staff members of the Board of Supervisors.

BACKGROUND:

The Assessor County Clerk Recorder is the “Filing Officer” for the Fair Political Practices Commission’s “Statement of Economic Interests” for all County officers and designated employees. Each County department has a “Filing Official” for the designated employees of that department. The “Filing Official” collects the forms and forwards them to the “Filing Officer.” Each member of the Board of Supervisors and their respective staff comprise five separate County departments. Unlike the other County departments, these five departments do not have their own Filing Official. The three staff persons for each member of the Board of Supervisors are designated to file Form 700s. Because the members of the Board of Supervisors file their Form 700s directly with the Assessor County Clerk Recorder, each of the 15 staff persons has been filing directly as well.

 

DISCUSSION:

It is time consuming for Assessor County Clerk Recorder’s office to remain current on the individuals who are holding a staff member position. Accordingly, it has been requested to have the Clerk of the Board act as the Filing Official. The Clerk of Board will collect the forms and send them to Assessor County Clerk Recorder.
