SUBJECT:

Amendment I to the Agreement with the California Department of Aging for Title III/VII of the Older American’s Act of 1965 and the Community-Based Services Program for Fiscal Year 2006-07

 

RECOMMENDATION:

1.

Adopt a resolution authorizing execution of Amendment I to Agreement No. AP-0607-08 with the California Department of Aging (CDA) for the addition of one-time-only funding for Fiscal Year 2006-07 increasing the amount by $256,930 for a total of $3,315,235; and

2.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $256,930 and increasing appropriations in Provider Services Programs - Aging and Adult Services ($256,930)

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

Funds for Title III/VII of the Older Americans Act (OAA) and Community-Based Services Program (CBSP) contribute to this commitment and goal by providing services to this targeted population. Aging and Adult Services (AAS) strives to provide a continuum of services necessary to allow at-risk seniors and adults with disabilities to remain in the least restrictive setting possible. The division-wide performance measure is met with the assistance of the services provided through Title III/VII and CBSP funding.

BACKGROUND:

Every four years, AAS, as the Area Agency on Aging (AAA) for San Mateo County, is required to submit a Planning and Service Area Plan (Plan) for aging services to CDA. The State also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a Statewide funding formula. The Plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services and to develop new programs designed to address current Countywide needs, and recommends services to be funded with San Mateo County’s allocation.

 

On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

On June 6, 2006, your Board authorized Resolution No. 68028 approving Agreement No. AP-0607-08 with CDA in the amount of $3,058,305 in Title III/VII and CBSP funding for Fiscal Year 2006-07.

 

DISCUSSION:

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. Amendment I to the Title III/VII and CBSP Agreement provides additional revenues. These funds will be used for the purchase of equipment to enhance service delivery, such as new kitchen appliances for congregate nutrition programs, emergency preparedness items for recipients of home-delivered meals and translation/assisted listening devices for community-based programs; special home and community-based projects, trainings and events assisting families and/or caregivers; and the development of resources, materials and outreach efforts in multiple languages to increase community education and awareness of programs and services available in the County.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2006 through June 30, 2007. Amendment I increases the amount by $256,930 in federal funds, bringing the total Agreement amount to $3,315,235. There is no impact on the County General Fund as a result of this action.
