SUBJECT:

Amendments to 20 provider agreements to increase funding and enhance services

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment One to the Agreements with Alzheimer’s Association, Northern California and Northern Nevada; Catholic Charities CYO; Center for Independence of the Disabled; City of Daly City; City of East Palo Alto; City of Menlo Park; City of Pacifica; City of San Bruno; Coastside Adult Day Health Center; Edgewood Center for Children and Families; Family Service Agency; Legal Aid Society; Mills-Peninsula Senior Focus; Nelson/Nygaard Consulting Associates; Ombudsman of San Mateo, Inc.; Peninsula Volunteers, Inc.; Second Harvest Food Bank; Self-Help for the Elderly; Senior Coastsiders; and Sequoia Hospital:

1)

Increasing the Older Americans Act, Community-Based Service Programs, and Health Insurance Counseling and Advocacy Program funding by $254,984 with no change to the term of July 1, 2006 through June 30, 2007; and

2)

Incorporating State required language regarding a grievance procedure.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal: 8: Help vulnerable people—the aged, disabled, mentally ill, at-risk youth and others—achieve a better quality of life.

 

Older American’s Act (OAA), Community-Based Services Program (CBSP) and Health Insurance Counseling and Advocacy Program (HICAP) funds contribute to this commitment and goal by providing services to this targeted population. Aging and Adult Services (AAS) strives to provide a continuum of services necessary to allow at-risk seniors and adults with disabilities to remain in the least restrictive setting. The division-wide performance measure is met with the assistance of the services provided through these funds.

BACKGROUND:

On July 18, 2006, your Board authorized Resolution Number 68151 approving original agreements with 23 providers for Adult Day Care/Adult Day Health Care, Alzheimer’s Program, Brown Bag Program, Case Management, Congregate Nutrition, Caregiver Support, Health Insurance Counseling and Advocacy, Health Promotion/Disease Prevention, Home Delivered Meals, Legal Assistance, Ombudsman Services, Senior Employment and Transportation. The total collective amount of the agreements was $3,131,214 for the term of July 1, 2006 through June 30, 2007.

 

On May 24, 2006, the County Manager’s Office authorized Agreement Number 57000-07-C003 approving an agreement with Nelson/Nygaard Consulting Associates for professional and clerical support services to the Paratransit Coordinating Council in the amount of $69,000 for the term of July 1, 2006 through June 30, 2007.

 

DISCUSSION:

This year, Aging and Adult Services (AAS) received additional Federal and State one-time-only OAA, CBSP, and HICAP funding. These funds will be used to purchase equipment and supplies including outreach materials and emergency supplies that will enhance service delivery and protection of the county’s frail elderly population. Amendment One also incorporates State required language regarding a grievance procedure.

 

Upon receiving notification of the one-time-only funding, AAS invited the providers to submit proposals for the additional funds. The State and Commission on Aging have reviewed and approved the distribution of the funds to the 20 providers. The amendments submitted to your Board today incorporate Federal and State one-time-only funds and State required language regarding a grievance procedure into the original contracts.

 

In the original agreements, authorized by Resolution No. 68151, the contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the resolution and amendments as to form.

 

FISCAL IMPACT:

The term of the agreements with the various providers remains July 1, 2006 through June 30, 2007. The amendments to 20 provider agreements represent an increase in Federal and State one-time-only funds in the amount of $254,984 for a total collective obligation of $3,386,198. There is no Net County Cost associated with this action.
