Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The reclassification of four positions, transfer of one position from one Division to another, deletion of three positions, and addition of one new position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying two filled and two vacant positions,

deleting a position in one division and adding it in another division,

deleting three vacant positions,

adding one new position, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 18000 INFORMATION SERVICES

Action:

Convert: One position of B274, Project Manager - Unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

ORGANIZATION 32000 PROBATION

Action:

Delete: Three positions of C005S, Group Supervisor Series

Biweekly Salary: $1,865.60 - $2,332.00

Approximate Monthly Salary: $4,042.00 - $5,053.00

Explanation:

This is the deletion of three vacant positions of Group Supervisor. The Probation Department is converting 19 part-time positions (.85 FTE) into 16 full-time positions. This action represents no change in monthly salary and benefits cost. This change represents a decrease of three in the total number of authorized positions.

 

ORGANIZATION 46000 PUBLIC WORKS ENGINEERING SERVICES

Action:

Reclassify: One position of D058, Principal Civil Engineer

Biweekly Salary: $3,901.60 - $4,876.80

Approximate Monthly Salary: $8,454.00 - $10,567.00

To: One position of N021, Licensed Land Surveyor

Biweekly Salary: $2,859.20 - $3,574.40

Approximate Monthly Salary: $6,195.00 - $7,745.00

Explanation:

This is the reclassification of one vacant position of Principal Civil Engineer to the classification of Licensed Land Surveyor. This position has been studied and determined to be appropriately classified as Licensed Land Surveyor. This action represents a monthly salary and benefits savings of $4,444. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of B211, Transportation Systems Coordinator - Unclassified

Biweekly Salary: $3,538.40 - $4,423.20

Approximate Monthly Salary: $7,667.00 - $9,584.00

To: One position of B216, Deputy Director of C/CAG - Unclassified

Biweekly Salary: $3,901.60 - $4,876.80

Approximate Monthly Salary: $8,454.00 - $10,567.00

Explanation:

This is the reclassification of one filled position of Transportation Systems Coordinator-U to the classification of Deputy Director of C/CAG-U. This position has been studied and determined to be appropriately classified as Deputy Director of C/CAG. This action represents a monthly salary and benefits cost of $1,396. There is no change in the total number of authorized positions.

 

ORGANIZATION 56000 EMERGENCY MEDICAL SERVICES

Action:

Delete: One position of G226S, Community Program Specialist Series

Biweekly Salary: $2,372.00 - $2,964.80

Approximate Monthly Salary: $5,140.00 - $6,424.00

Explanation:

This is the deletion of one vacant position of Community Program Specialist. This position is being transferred to Mental Health. This action represents no change in monthly salary and benefits cost within the Health Department. This change represents a decrease of one in the total number of authorized positions in Emergency Medical Services and no net change county-wide.

Approximate Monthly Salary: $5,140.00 - $6,424.00

Explanation:

This is the addition of one vacant position of Community Program Specialist. This position is being transferred from Emergency Medical Services. This action represents no change in monthly salary and benefits cost within the Health Department. This change represents an increase of one in the total number of authorized positions in Mental Health and no net change county-wide.

Action B:

Add: One position of D184S, Management Analyst Series

Biweekly Salary: $2,640.00 - $3,300.00

Approximate Monthly Salary: $5,720.00 - $7,151.00

Explanation:

This is the addition of one new position of Management Analyst. This position is needed to administer the Mental Health Services Act. This action represents an increase of $10,154 in monthly salary and benefits cost. This change represents an increase of one in the total number of authorized positions.

Action:

Reclassify: One position of S030S, Cook Series

Biweekly Salary: $1,711.20 - $1,913.60

Approximate Monthly Salary: $3,708.00 - $4,146.00

To: One position of S020, Supervising Cook-E

Biweekly Salary: $1,821.60 - $2,036.80

Approximate Monthly Salary: $3,947.00 - $4,413.00

Explanation:

This is the reclassification of one vacant position of Cook II to the classification of Supervising Cook-E. This position has been studied and determined to be appropriately classified as Supervising Cook-E. This action represents a monthly salary and benefits cost of $366. There is no change in the total number of authorized positions.
