SUBJECT:

Memorandum of Understanding with the Washoe Tribe of Nevada and California for the provisions of the Tribal Family Assistance Program

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of a Memorandum of Understanding (MOU) with the Washoe Tribe of Nevada and California (WTNC) for the provisions of the tribal family assistance program for the term of execution through June 30, 2008. There are no costs associated with this MOU.

The MOU contributes to the commitment and goal by local governments working together to provide services to the Native American Indian community in San Mateo County leading to self-sufficiency.

BACKGROUND:

On June 5, 2006 the United States Department of Health and Human Services approved the transfer of the provision of Temporary Assistance to Need Families (TANF) services from the San Mateo County Human Services Agency to the tribal government.

 

DISCUSSION:

The MOU outlines the Human Service Agency and the Washoe Tribe of Nevada and California’s responsibilities in regards to the transfer of TANF services for tribal families. The Social Security Act, as amended by the Personal Responsibility and Work Opportunity Reconciliation Act requires that tribes with approved Family Assistance Plans be issued a Tribal Family Assistance Grant. The amount of the grant is to be equal to the amount of federal payments to the state for Native American Indian families residing in the service area or areas identified by the tribes approved plan. County Counsel has reviewed and approved the MOU as to form.

 

FISCAL IMPACT:

This MOU outlines responsibilities of all parties involved with the transfer of TANF to the Washoe Tribe of Nevada and California. There is no funding associated with this MOU. There is no Net County Cost.
