Memorial Park Restroom Replacement 2006-2007

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the replacement of a restroom building in Memorial Park.

The project replaces an existing restroom facility as part of an overall program to maintain the park facilities for the benefit of the public.

Adopted Resolution Number 067026 on November 9, 2004, which authorized funding of $40,000 from Proposition 12 Per Capita.

Adopted Resolution Number 067027 on November 9, 2004, which authorized funding of $21,407 from Proposition 40 RZH.

 

History

On March 13, 2006, two large Fir trees collapsed on the Homestead 13 restroom in Memorial Park. Most of the plumbing and structural walls were destroyed and the restroom was knocked off the foundation. The restroom to be installed to replace the destroyed restroom will be similar to the two restrooms that were installed at a different location of Memorial Park in 2005.

 

The project qualified for funding from both Proposition 12 Per Capita and Proposition 40RZH (see below for description of propositions). Additional funds are also provided by San Mateo County Risk Management.

 

Proposition 12 Per Capita:

On March 7, 2000, California voters passed Proposition 12, also known as the "Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000”. The proposition is intended to revive state stewardship of natural resources by investing in neighborhood parks and state parks, clean water protection and coastal beaches and scenic areas. The Per Capita Grant Program is intended to meet the urgent need for safe, open and accessible local park and recreational facilities for increased recreational opportunities that provide positive alternatives to social problems.

 

Proposition 40 RZH:

On March 5, 2002, California voters overwhelmingly passed the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. Within this Act, also known as Proposition 40, is the Roberti-Z’Berg-Harris Urban Open-Space and Recreational Program. Funds can be used for acquisition of park and recreation lands and facilities, development or rehabilitation of park and recreation lands and facilities, special major maintenance of park and recreation lands and facilities, or innovative recreation programs.

 

Discussion

Plans and specifications for the work have now been prepared.

 

The proposed project consists of restroom replacement with prefabricated units. The restroom to be replaced is shown on Exhibit “A”.

 

The Parks Department has obtained environmental clearances in conformance with the California Environmental Quality Act (CEQA) for this project from the San Mateo County Planning Commission.

 

The Parks Department has obtained the Categorical Exemption for this project and it has been filed by the County Clerk Recorder of San Mateo County on July 21, 2006.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $125,000. Funds for construction have been acquired from State Grants and other funds.
