Resolution No. 635-C Approving the Housing Authority of the County of San Mateo 2007 Public Housing Agency (PHA) Plan

 

RECOMMENDATION:

Adopt Resolution No. 635-C approving the 2007 PHA Plan which covers the period from July 1, 2007 to June 30, 2008 and authorize the Director of the Department of Housing or his designee to execute any documents required by the U.S. Department of Housing and Urban Development (HUD) to certify the plan.

BACKGROUND:

The Quality Housing and Work Responsibility Act requires all Public Housing Agencies (PHA) create an Annual PHA Plan that includes information related to waiting lists for services, public housing capital improvement needs, and plans for special programs such as homeownership, project-based vouchers and any regulatory waiver programs. The 2007 Annual Plan for the Housing Authority of the County of San Mateo (HACSM) was completed in accordance with all HUD regulations, including requirements that it be reviewed by the Resident Advisory Board and that all documents be made available to the public for review for a prescribed period of time prior to adoption by the governing board. Public comments are incorporated into the proposed Annual Plan.

 

DISCUSSION:

The 2007 Annual Plan includes notification of two new HACSM initiatives. The first initiative is to pursue expansion of HACSM’s Moving-To-Work status beyond its current small scope so that it applies to all Housing Authority programs. If approved, the expansion of this waiver program will provide broad regulatory relief so that the Housing Authority can use its funding in ways that more effectively and efficiently meet the needs of San Mateo County residents.

The second initiative calls for the investigation of project basing vouchers at El Camino Village in order to bring additional economic benefits to the housing complex. If successful, this application could eventually necessitate the removal of El Camino Village from the rolls of public housing and the transfer of ownership to a non-profit housing corporation that is eligible to receive Section 8 project-based vouchers.

The Annual Plan is consistent with the County’s Consolidated Plan as required for certification to HUD.

HUD regulations require that the approved Annual Plan and all associated certifications be submitted by April 17, 2007.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action. All funds required to operate the program are supplied by the U.S. Department of Housing and Urban Development.
