Resolution #634-C approval and adoption of the new MOU with AFSCME

 

RECOMMENDATION:

Adopt Resolution #634-C implementing the Memorandum of Understanding (MOU) between the Housing Authority of the County of San Mateo and the American Federation of State, County and Municipal Employees (AFSCME) Local 829 which covers the period of February 1, 2007 through September 30, 2008.

BACKGROUND:

The current MOU by and between AFSCME Local 829 and the Housing Authority of the County of San Mateo expired on January 31, 2007. Collective bargaining for the new MOU was completed on January 31, 2007 and the membership of the union ratified the Housing Authority’s offer on February 8, 2007.

 

DISCUSSION:

Department of Housing management worked closely with the HR Department throughout their negotiations with AFSCME. IEDA was engaged as consultants to management and served as chief negotiator on behalf of the Housing Authority. The original version of the subject MOU was based upon the County’s MOU with AFSCME and it continues to closely follow the County version.

The following summarizes the major elements in the Memorandum of Understanding:

Term


February 1, 2007 – September 30, 2008

Salary Increases
:
Effective 2/11/07 - 3%.
Effective 2/1/08 – 1%.

Medical Coverage
:

Effective March 1, 2007 medical coverage will be offered through the Teamsters Managed Health Care Trust. The choice of insurance carriers is unchanged, but the co-pay amount for office visits increases to $20.

Life Insurance and Long Term Disability Insurance


Housing Authority and union representatives will meet and confer to review current life insurance and long term disability insurance policies to determine if a new provider can offer the substantially same benefits at a lower cost.

Retirement Plan


Housing Authority and union representatives will meet and confer to review the current retirement plan to determine if a new provider can offer the substantially same benefits at a lower cost and with better service to employees.

Retiree Health Savings Account


Explore the feasibility of establishing a Retiree Health Savings Account.

Bereavement Leave


Two days each year are permitted to be taken for bereavement leave.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with this action. The Housing Authority is funded 100% by the U.S. Department of Housing and Urban Development.
