RESOLUTION MODIFYING THE RESPONSIBILITIES AND MEMBERSHIP

OF THE DOMESTIC VIOLENCE COUNCIL

AND STANDING RULES FOR ITS GOVERNANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, on November 17, 1998, this Board of Supervisors adopted Resolution No. 62407, which created Domestic Violence Council, and on June 18, 2002 adopted Resolution No. 65335, further specifying the responsibilities and membership of the Domestic Violence Council and standing rules for its governance; and

 

WHEREAS, this board wishes to further clarify the membership of the Domestic Violence Council.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

1. This Board hereby confirms the creation of the Domestic Violence Council, as well as the responsibilities and standing rules for its governance set forth in Resolutions Nos. 62407 and 65335.

    2. The membership of the Domestic Violence Council will include categorical members and appointed members.

3. Categorical members are those who serve by virtue of their public or other specifically designated office, and their terms shall be for the terms of their office.

4. The remaining members are appointed members, who shall be appointed by the Board of Supervisors, and shall serve terms of four years which begin on January 1 and end on December 31. Upon the conclusion of a term, a member may be reappointed subject to a maximum of twelve years of full terms. The twelve year limit does not include partial terms to which members may be appointed at the beginning of their service, or holdover service caused by delay in appointing a replacement at the end of a member’s service.

    5. The membership shall be composed as follows:

      Categorical Members

a. A member of the Board of Supervisors.

    b. The Presiding Judge of the Superior Court, or his/her

    representative.

      c. The Sheriff or his/her representative.

      d. The District Attorney or his/her representative.

      e. The County Superintendent of Schools or his/her representative.

      f. The Chief Probation Officer or his/her representative.

    g. Chief Executive Officer of the San Mateo Medical Center or his/her representative.

    h. The Director of Health Services or his/her representative.

      i. The Director of Human Services or his/her representative.

      Appointed Members

    j. A member of the Council of Cities, to be designated by the Council

    of Cities and confirmed by the Board of Supervisors.

      k. A member of the Police Chiefs’ Association to be designated by

the Police Chiefs’ Association and confirmed by the Board of

Supervisors.

    l. A member of the Commission on the Status of Women to be


    designated by the Commission on the Status of Women and


confirmed by the Board of Supervisors.

    m. Two individuals who represent non-profit agencies serving battered women.

    n. One individual representing agencies or individuals who provide


    treatment services to batterers.

    o. One individual representing a non-profit agency providing legal

    services to battered women.

      p. Four individuals representing the community at large.

    q. A representative of the San Mateo County Bar Association, who

    shall be a member of the Private Defender Program.
