RESOLUTION 1) ACCEPTING A GRANT FROM THE SEQUOIA HEALTHCARE DISTRICT (SHD) IN THE AMOUNT OF $3,310,700 AND 2) AUTHORIZING THE EXECUTION OF AN AGREEMENT IN CONNECTION WITH RECEIPT OF THE GRANT FOR THE TERM JULY 1, 2006 TO JUNE 30, 2008

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, as a safety net public hospital, San Mateo Medical Center (SMMC) has a mission to provide medical services to the uninsured throughout its system of care, and paying for the cost of delivering this care remains a perpetual challenge that cannot be handled by SMMC alone; and

 

WHEREAS, SMMC’s Fair Oaks Clinics serve a patient population that resides in Redwood City’s North Fair Oaks neighborhood, primarily within the geographic boundaries of Sequoia Healthcare District; and

 

WHEREAS, the Fair Oaks Clinics provides over 33,000 outpatient visits to more than 12,400 individuals living in or near the neighborhood each year and 8,500 of these visits were for patients without insurance, enrolled in the Medical Center’s WELL Program or unable to pay for care; and

 

WHEREAS, the Fair Oaks population has increased, along with the number of uninsured patients and the need for medical care; and

 

WHEREAS, in July 2006, SMMC submitted a proposal to the Board of Directors of SHD, requesting that a portion of the funds held by the Board on behalf of the residents of the District be granted to SMMC for the purpose of covering the otherwise unreimbursed cost of providing healthcare to the indigent and uninsured patients of its Fair Oaks Clinics; and

 

WHEREAS, and the SHD has agreed to grant to San Mateo Medical Center funding in the amount of $1,655,350 for each of the next two years to cover the cost of providing this care at the Fair Oaks Clinics; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a grant award and agreement, reference to which is hereby made for further particulars, whereby SHD allocated funds in the amount of $3,310,700 over a two-year period for the purpose of covering the unreimbursed cost of providing healthcare to the indigent and uninsured patients of the Fair Oaks Clinics; and

WHEREAS, this Board desires to accept the award and enter into the Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that this Board accepts the Grant Award from the SHD and that the President of this Board of Supervisors be, and is hereby authorized and directed to execute the Grant Award Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
