SUBJECT:

Amendment to the Agreement with the California Department of Health Services

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute Amendment A03 to the Agreement with the California Department of Health Services, increasing funding for HIV Prevention in the amount of $71,156, for a new total amount of $4,286,330, with no change to the term.

The Agreement contributes to these goals by providing education and prevention services to individuals at-risk for transmission of HIV.

BACKGROUND:

Since 1993, the California Department of Health Services (CDHS) has been providing funding to the San Mateo County AIDS Program to provide a continuum of services that includes HIV prevention and education, high-risk outreach and testing, case management and AIDS surveillance.

 

On January 4, 2005, your Board approved an Agreement with CDHS for $4,186,170 for the term July 1, 2004 through June 30, 2007 to fund the above-mentioned services. Subsequently, your Board approved two Amendments to the HIV Prevention section of the Agreement. Amendment A01 decreased funds in the amount of $42,152 and was approved on September 13, 2005. Amendment A02 was approved on January 10, 2006 and increased funding by $71,156 to improve the content, functionality and appearance of the San Mateo County AIDS Program’s website.

 

DISCUSSION:

CDHS has again allocated one-time-only funds in the amount of $71,156 for the HIV Prevention section of the Agreement. These funds will be used to develop three education and testing marketing campaigns targeting specific high-risk groups, to retrofit the testing vans to provide rapid HIV testing and to provide trainings that will enhance the prevention staff’s skills and knowledge.

 

County Counsel has reviewed and approved the resolution and Amendment to the Agreement as to form.

 

FISCAL IMPACT:

This Amendment does not alter the term of the original Agreement, which is July 1, 2004 through June 30, 2007. The amount of the original Agreement was $4,186,170. Amendment A01 decreased the amount of the Agreement by $42,152. Amendment A02 increased the amount of the Agreement by $71,156, and Amendment A03 increases the amount of the Agreement by $71,156, for a new total contract amount of $4,286,330. These funds are included in the FY 2006-07 Adopted Budget. There is no Net County Cost associated with this Amendment.
