Amendment to the Agreement with Asian American Recovery Services

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Amendment to the Agreement with Asian American Recovery Services to add school based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County for the term July 1, 2006 through June 30, 2008, and to increase the maximum obligation by $343,026 from $100,000 to $443,026; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The amended Agreement contributes to this commitment and goal by providing services to improve the cultural competence of the County mental health system related to the provision of services to Filipinos and other underserved populations in the northern part of the County, and by providing school based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County.

BACKGROUND:

On December 4, 2006, the County Manager executed an Agreement with Asian American Recovery Services (AARS) for services to implement initiatives to make the mental health system more culturally competent related to the provision of services to Filipinos and other underserved populations. The Agreement has a term of July 1, 2006 through June 30, 2008, with a maximum obligation of $100,000.

 

DISCUSSION:

In October 2006 the Mental Health Services Division issued a request for proposals (RFP) to provide school based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County. AARS was selected to provide these services in the north area of the County. A second provider has been selected to provide these services in other parts of the County. Negotiations are in process regarding specific schools for those services.

 

The RFP matrix is attached. AARS will work with the Mental Health Services Division staff to implement these services in accordance with the requirements of the Mental Health Services Act (MHSA). The start date for the school based mental health services to be provided by AARS is March 15, 2007. The term of the amended Agreement remains July 1, 2006 through June 30, 2008.

 

The Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum is increasing by $343,026 from $100,000 to a new maximum of $443,026. The maximum for FY 2006-07 is $146,480, which is included in the Mental Health Services FY 2006-07 Adopted Budget. Of that amount $87,358 will be from MHSA funds, State and Federal Medi-Cal will fund $50,871, and $8,251 will be from sales tax provided through Realignment. There is no Net County Cost associated with this amended Agreement. Similar funding arrangements will be made for FY 2007-08.
