An Agreement with Michael Aratow, MD, FACEP

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Agreement with Michael Aratow, MD, FACEP for consulting services for the term of April 10, 2007 to April 10, 2009, in an amount not to exceed $268,000.

This Agreement with Dr. Michael Aratow keeps this commitment by ensuring effective planning and preparation is done before the implementation phases of information technology (IT) projects.

BACKGROUND:

During FY 2002-03, the San Mateo Medical Center recognized the need to increase the use of Information Technology (IT). To ensure proper IT decisions were made, a long-range information technology strategic plan (ITSP) was completed for the San Mateo Medical Center (SMMC). The ITSP recommended the addition of a Chief Medical Information Officer (CMIO) to prioritize and coordinate the deployment of clinical IT applications at SMMC. During FY 04-05 and the first 4 months of FY 05-06 the CMIO position was filled by Dr. Geoff Rutledge. Dr. Rutledge left County service in Oct. 06. SMMC is currently updating their ITSP to reflect progress to date and to identify and prioritize IT initiatives for the next 3 years.

 

DISCUSSION:

Dr. Aratow, an Attending Physician in the SMMC Emergency Room, has been working in an acting capacity as the CMIO for SMMC since January 07. Prior to assuming the role of acting CMIO, Dr. Aratow provided physician IT leadership at SMMC by serving as a primary stake holder in clinical IT projects to include the Emergency Department Information System and the Bedside Registration Pilot.

Dr. Aratow continues to demonstrate a unique ability to balance the perspective of IT professionals with a physician’s background resulting in significant progress in the area of clinical application development at SMMC. With your support, Dr. Aratow will contract with the County for two years as the CMIO for SMMC and will provide physician leadership during the modernization of the SMMC ITSP as well as continue to work on clinical application projects including the development of an ambulatory electronic medical record (AEMR).

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefit.

County Counsel has reviewed and approved the Resolution and the Agreement.

 

FISCAL IMPACT:

The term of the Agreement is April 10, 2007 through April 10, 2009. The total obligation under this Agreement is $268,000. Funding for this Agreement is included in the ISD FY 2007/08 Adopted Budget.
